City of Carlyle City Council met Nov. 13.
Here are the minutes provided by the council:
The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the pledge of allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were Chief of Police Mark Pingsterhaus, City Administrator Brad Myers, City Treasurer Chad Holthaus, City Attorney Joe Heiligenstein, Kevin Rolfingsmeyer, Mike Meskil, Kayla Heimann, Kurt Heimann, and City Clerk Rita Jurgensmeyer.
Others present were Rebecca Sponsoler, Kelly Ross, Heather Lentz, Johnathan Lentz, Haley Lentz, Tiffany Wesselmann, Kylee Wesselmann, Cheryl Renschen, Mark Nofke, and Taylor Rhodes.
Mayor Judy Smith thanked everyone that helped with the street fair. She said it was a very short window of time to plan it and Kayla Heimann did a great job planning it.
Kayla Heimann gave a recap of everyone that helped with the street fair. Mayor Smith, city employees, volunteers from Scott Air Force Base, including Hut One Hut owner that lives in Carlyle, were all acknowledged. She said they worked kids arm bands on Friday night and they sold over 100 arm bands. The Christian Church and Becky Donnely worked the kids’ attractions on Saturday and they sold around 300 arm bands. The Clinton County Car Club helped to run the car cruise, with over 50 cars attending. The football players, cheerleaders, band and JFL participated in the pep rally. Carlyle Animal Hospital organized the pet parade with almost 20 entries. Riverside Outdoors sponsored the bags tournament with 10 teams. Bob and Chris Gustafson helped organize the 3 on 3 basketball tournament. They had 44 boy’s teams and 14 girl’s teams. Rob Hyten had the Texas hold em tournament with over 30 participants. She then thanked the courthouse for letting them use their grounds and the downtown businesses that accommodated the street fair. Kayla Heimann said that next year she would like to get sidewalk sales to help the businesses out. She said all the city departments helped all weekend and the week leading up to it. She said that they had a lot of vendors and food trucks. They had over 30 local businesses that donated to the street fair raising $6,100.00. The street fair made a profit of $2,895.00.
Kayla Heimann then presented several organizations with checks for helping at the street fair.
Lions Club – beer stand - $2,820.00
Jr. High and High School Cheerleaders – soda stand - $716.00
PTO – dunking booth and games on Friday - $300.00
Clinton County Flag Football sold pep rally gear and worked the dunking booth on Saturday - $435.00
Boy Scouts – picking up trash all weekend - $400.00.
Alderman Jeff Taylor made a motion to approve the minutes from October 23, 2023. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman Jeremy Weh made a motion to approve the Treasurer’s Report as presented. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Mayor Judy Smith reminded everyone that on November 24th at 6:30 p.m. will be the Christmas in Carlyle parade that will start at the corner of 11th and Fairfax Streets, going down Fairfax Street to 5th Street to Clinton Street then turns and ends at the city park where they will have fireworks at 7:30 p.m. The Mason’s will be there selling bratwurst, hot chocolate, and hot dogs. The person selling kettle corn will be there. Santa will be in the pool house that evening also.
City Administrator Brad Myers announced a Zoning Board meeting on November 30th on extending business district B1 which runs on Fairfax Street one block east to resolve some current issues with things there that shouldn’t be there and things that want to go in there.
City Administrator Brad Myers said that the Finance Committee voted to send to council accepting the bid from Kylee Wesselmann’s bid for Christmas in Carlyle apparel.
Alderman John Hodapp made a motion to accept the bid from Kylee Wesselmann for Christmas in Carlyle apparel. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
City Administrator Brad Myers said that the city currently owns the front portion of property in 900 block of Franklin Street plus one section of the block on the south side. The business that was in there has moved out and the mayor and council expressed interest in selling the property. City Attorney Joe Heiligenstein said that they will be doing it by bid where a resolution will be made. It will need to be advertised in the paper for three weeks with the right to reject all bids. The bids would be opened at a council meeting. The council does not have to accept the highest bid, only the bid that would be best for the city. It will also allow 30 days to decide after the bids are opened. When a bid is selected, an ordinance will be executed at that time laying out all the statutory factors. The decision will need to be passed by a 75 percent vote of the council. City Attorney Heiligenstein discussed other ways of selling property.
Alderman John Hodapp made a motion to allow the city attorney to produce a resolution to go out for bid for the sale of the property. The City Attorney said he will have a resolution made up by the next council meeting. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.
Alderman Jeff Taylor made a motion to cease all operation with Burbach Aquatics concerning the pool project at this time. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none. The City Attorney Joe Heiligenstein recommended that the City Administrator contact Burbach tomorrow and tell them to stop working on it.
Kevin Rolfingsmeyer gave an update on Generator #10. He said that they had the pistons and the wrist pins rebuilt on Generator #10. They are waiting for a company out of Michigan to come down to give them their opinion to put the oil back in the generator. If they can put the oil in the generator will be back in service within a week or two.
City Administrator Brad Myers said that KRB came back today to finish up the drain project on Lake Vista. Both lanes are now open, but they cannot take the forms off the south side for a few days. They are doing some earth work and the drain is installed.
City Administrator Brad Myers said that when the Clinton County Health Department started building their building, they were dumping the sump pump water out front. It ran down Franklin Street and down 9th Street to the drain. They told them it was fine during construction but they cannot continue to run it that way. After construction they put a drain on 10th Street that the city will not be able to accommodate the drain, they put in with the current drain system. City Administrator Brad Myers, Mayor Judy Smith, Alderman Jim McClaren, and Mike Meskil went to a county board meeting voicing their concerns. They gave them specifications on a drain system that the city wanted to put in. It was disregarded due to cost. On October 30th they met with Brad Knolhoff and they walked down the block and showed them what they wanted. It was resolved by the city giving them a price for what they want the county to pay if the city installs it.
Chief of Police Mark Pingsterhaus said that the purchasing of a new police vehicle was discussed at the Police Committee and Finance Committee meetings tonight and it was recommended to the city council to purchase a Dodge Ram from Victory Lane in Carlinville. They are the state bid dealer for the State of Illinois. The price for the Ram is $43,452.00.

City Administrator Brad Myers said that a couple of meetings ago the council approved an increase for the Fish Hatchery rental but to also charge a cleaning deposit. City Administrator Brad Myers said they would like the council to rescind the portion charging the deposit.

At 7:31 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes and Tammy Peters. Nay: none.
