City of Loves Park City Council met Dec. 18.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Mayor Greg Jury opened the meeting with an invocation, followed by the Pledge of Allegiance.

Aldermen Robert Schlensker, Doug Allton, Mike Owens, John Jacobson (via telephone), Clint Little, Dan Jacobson, John Pruitt, Jim Thompson, Mark Peterson, A. Marie Holmes

1. Approve Minutes 12/04/23

The Journal of Proceedings for the regular meeting of December 4, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes)

2. Thank You Note

Received a thank you note from Renee Urbanowitz. Placed on file.

3. Commerce Commission Hearing

Received a notice from the Illinois Commerce Commission of a hearing regarding Commonwealth Edison Company, to be held January 9, 2024, via WebEx. Placed on file.

4. Municipal Aggregation

Received a copy of the Municipal Aggregation letter to be sent to residents from the City of Loves Park. Placed on file.

5. General Fund Bills

Alderman Pruitt presented the General Fund and all other bills dated December 18, 2023, in the amount of $845,069.25, and moved that they be paid. Second by Alderman Dan Jacobson. Motion carried. 10 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes)

6. Water Department Bills

Alderman Pruitt presented the Water Department bills dated December 18, 2023, in the amount of $326,531.21, and moved that they be paid. Second by Alderman Dan Jacobson. Motion carried. 10 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes)

7. Public Safety Report

Alderman Allton presented the Police Department Report for December 18, 2023; presented the Fire Department Report for December 18, 2023, to be placed on file.

8. Public Works Report

Alderman Schlensker presented the Street Department Reports dated December 18, 2023; presented the Water Department Reports dated December 18, 2023, to be placed on file.

9. Finance & Administrative Committee

Alderman Peterson of the Finance and Administration Committee presented the minutes from the committee meeting held on December 4, 2023, to be placed on file.

10. Codes & Regs Committee

Alderman Thompson of the Codes and Regulations Committee presented the minutes from the committee meeting held on December 4, 2023, to be placed on file.

11. Community Development Committee

Alderman Pruitt of the Community Development Committee presented the minutes from the committee meeting held on December 4, 2023, to be placed on file.

12. Engineering Service Agreement With Fehr Graham & Associates

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Mayor is authorized to sign a General Engineering Service Agreement with Fehr Graham & Associates, 200 Prairie Street, Suite 208, Rockford, IL 61107, to provide consulting, project review, drainage review, etc as the City Engineer under the direction of the Director of Community Development and Public Works. The scope of work is defined on the attached “Proposal for Services”. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes) RESOLUTION NO. 23-111

13. MFT Funds Appropriation

Alderman Peterson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that Motor Fuel Tax funds in an amount not to exceed five hundred thirty-five thousand dollars ($535,000.00) are hereby appropriated for the purpose of maintaining streets and highways under the provisions of the Illinois Highway Code from January 1, 2024 through December 31, 2024. Funds for this project will be drawn from Account No. 05-00-5115 (Motor Fuel Tax-Salt) and Account No. 05-00-5110 (Motor Fuel Tax-Street Lighting). Second by Alderman Pruitt. 14. Tourism Funds Used To Pay Park Lanes To Sponsor The Leatherneck Classic College Bowling Tournament

Alderman Peterson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the City of Loves Park is authorized to use tourism funds to pay Park Lanes $5,000.00 to help sponsor the portion of the Leatherneck Classic College Bowling Tournament to be held in Loves Park, November 9-10, 2024. This sponsorship will provide gap funding for games bowled, offset tournament expenses, provide scholarship awards, and cover the loss of revenue of the normal Saturday Youth Program for that weekend. Further be it resolved that Loves Park will provide a $5,000.00 sponsorship each year for the five years that Park Lanes hosts this tournament for 2024-2028. Funds for this expense will be drawn from Account No. 01-01-6489 (Tourism). Second by Alderman Pruitt. 15. Water Dept. To Hire Stephanie May To Position Of Utility Billing Technician

Alderman Peterson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that based on the results of the Civil Service Commission list of candidates, the Water Department Manager is hereby authorized to hire Stephanie May for the position of Utility Billing Technician in the water department, effective December 27, 2023. The starting salary for this position shall be $47,840.00. This position will be full-time and will be subject to a pre-employment background check and pre-employment drug testing and shall be paid from Account No. 31-50-4020 (Water Department/Office Salaries). Second by Alderman Pruitt. Motion carried. 10 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes) RESOLUTION NO. 23-114

16. ORD 4590-23 SUP For 5614 N. Second St.

Alderman Pruitt presented an ordinance providing for a Special Use Permit for the property known as 5614 N. Second Street, and moved for approval. Second by Alderman Owens. 17. ORD 4591-23 SUP For 8173 Starwood Drive

Alderman Pruitt presented an ordinance providing for a Special Use Permit for the property known as 8173 Starwood Drive, and moved for approval. Second by Alderman Owens. Alderman Peterson presented an ordinance regarding the Illinois Paid Leave for All Workers Act for the City of Loves Park, and moved for approval. Second by Alderman Pruitt. 19. ORD 4593-23 Liquor License For 6480 E. Riverside Blvd.

Alderman Thompson presented an ordinance providing for a Liquor License for the property known as 6480 E. Riverside Blvd., and moved for approval. Second by Alderman Schlensker. Alderman Thompson presented an ordinance providing for a Liquor License for the property known as 6108 E. Riverside Blvd., and moved for approval. Second by Alderman Schlensker. Alderman Schlensker moved that the meeting be adjourned. Second by Alderman Allton. Motion carried by voice vote. The meeting was adjourned at 6:13 p.m.
