City of Carlyle City Council met Dec. 27.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Scott Diekemper was absent.

City employees present were Chief Mark Pingsterhaus, City Administrator Brad Myers, Kevin Rolfingsmeyer, Matt Potts, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Matt Wilson, and Taylor Potts.

Alderman Jeff Taylor made a motion to approve the minutes from December 11, 2023. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $30,000.00; Fund 4 Police for $60,000.00; and Fund 20 for $15,000.00 for a total of $105,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith thanked everyone that visited the park. The lights in the park will stay on until January 7th and donations are always accepted.

City Administrator Brad Myers thanked the council on behalf of all the employees for gifting the day after Christmas. The employees really enjoyed the day off.

City Administrator Brad Myers said that the Finance Committee forwarded to the council the $2,975.00 invoice for the King Kat Fishing Tournament sponsorship. He said this is done every year, but this year the city did get a discount because they went through the Southwest Illinois Tourism Bureau. He added that the $2,975.00 is the city’s half and the county pays the other half.

Alderman John Hodapp made a motion to approve the $2,975.00 invoice for the King Kat Fishing Tournament sponsorship. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Jeremy Weh. Nay: none.

City Administrator Brad Myers presented the invoice from Burbach Aquatics for all the engineering done for the last three years for the new pool. He received the invoice after it was approved to discontinue with Burbach for the pool project. The invoice was in the amount of $345,696.73. He said there is a past due amount on this invoice and he will try to get the past due removed.

Alderman Jeremy Weh made a motion to approve the payment of $345,696.73 to Burbach Aquatics. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, and John Hodapp. Voting Nay: none.

City Administrator Brad Myers said that he asked Mideastern Heating and Cooling to come into the new city hall and look at the heating and cooling system. They recommended a new system because the old one is not in good shape. City Administrator Brad Myers asked to waive competitive bidding and accept the quote for $33,975.00 for a new HVAC system from Mideastern Heating and Plumbing.

Alderman Jeff Taylor made a motion to approve the quote of $33,975.00 from Mideastern Heating and Cooling and to waive competitive bidding. Alderman Tammy Peters seconded the motion and it was approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jeremy Weh, and Jeff Taylor. Nay: Jim McClaren and John Hodapp.

City Administrator Brad Myers said that an emergency replacement of 4th Street and one block of Livingston Street water main was needed. Recently they had a water leak at this location and the main is in bad condition.

Alderman John Hodapp made a motion to approve an emergency replacement of 4th Street and one block of Livingston Street water main. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Kevin Rolfingsmeyer reported for the Electric Department saying they are working on the new city hall. Alderman John Hodapp asked what they were digging in front of the power plant. Kevin Rolfingsmeyer said that Ameren is replacing the gas meter, taking out a line, and putting in a new meter. Alderman John Hodapp asked if they were tuckpointing on the inside of the power plant. Kevin Rolfingsmeyer said they started last week on the outside.

City Administrator Brad Myers said that the job descriptions for the swing shift and night shift positions at the Water Department were presented to the council two meetings ago. He was waiting for some input from the council. He received little so he would like to approve them tonight. He added that the Employee Concerns Committee had reviewed them and referred them to the council.

City Administrator Brad Myers said they would like to post for the Water Plant Swing Shift position now that the job description has been approved.

Alderman Jim McClaren made a motion to approve posting the Water Plant Swing Shift position. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

City Administrator Brad Myers said that Matt Potts went through the interview process for the lineman position and he was selected by the Employee Concerns Committee to fill the lineman position.

Alderman Jeremy Weh made a motion to approve Matt Potts for the Electric Department lineman position. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

The posting of the Water Department Maintenance II position was previously discussed and it was determined that it would be continued.

Alderman John Hodapp made a motion to continue the posting of the Water Department Maintenance II position. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Jeremy Weh. Nay: none.

At 7:17 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, and John Hodapp. Nay: none.
