I. CALL TO ORDER 

Mayor McNamara called the meeting to order at 5:35 p.m.

A. Invocation and Pledge of Allegiance 

The invocation was given by Chaplain Ken Hendley and the Pledge of Allegiance was led by Mayor McNamara.

II. PROCLAMATIONS 

Mayor McNamara recognized Trinity Rucker, a 7th grade student at Maria Montessori, as the 2024 City of Rockford Youth Poet. Ms. Rucker thanked Mayor McNamara for the opportunity to serve as the Youth Poet and then she shared a poem that she wrote.

III. PUBLIC SPEAKERS 

1. Prophet Yusef recited scripture and shared his feeling regarding the importance of educating and helping troubled youth in this community.

2. John Tac Brantley quoted a passage of scripture and spoke about upcoming Black History Month events.

IV. MOTIONS AND RESOLUTIONS

C. Finance and Personnel Committee 

1. 2024-15-R - Committee recommends approval of the Change Order: License Plate Reader Camera System (LPR Cameras) to Flock Safety, of Atlanta, Georgia.

New Combined Contract: $256,000 annually

Original Contract: $194,900 (first year) $166,000 (second year)

64 LPR

Expanded Contract: $90,000 (first year) $90,000 (second year) 36

LPR

The Police Department is requesting to combine the two contracts to simplify accounting and budgeting. The funding source is Police Department Operating Budget.

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the resolution and placed it up for passage.

RESULT: ADOPTED [10 TO 0] 

AYES: Logemann, Tuneberg, Torina, Wilkins, Hoffman, Rose, Beach, Barrios, Bailey, Bonne

ABSENT: Tim Durkee, Aprel Prunty, Gina Meeks

V. ADJOURNMENT 

1. Motion to Adjourn 

Alderman Beach moved to adjourn the meeting, seconded by Alderman Wilkins.

MOTION PREVAILED with a unanimous voice vote (Aldermen Durkee, Prunty and Meeks were absent). The meeting was adjourned at 5:53 p.m.
