Village of Rockton Budget & Finance Committee met Feb. 6.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Jodi May, Michelle Prather and Dave Winters

Staff present: Dan Barber, Tricia Diduch, Chief Hollinger and Arianne Honkamp (6:39 pm)

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of January 16, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $390,899.73.

MAYOR PETERSON

None.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett advised the Committee that some of the expense accounts were having revenue added to them and that we shouldn’t be doing this because some line items will be in the negative. Mrs. Bennett said that she saw several transactions like this for the month of December. Mrs. Bennett stated that she spoke to Dennis Hildebrandt, former Village Treasurer, and that he said that he would go in and make adjustments. Mrs. Bennett said that the budget will be monitored to make sure that we don’t go over, but that we can’t add revenue to expense accounts moving forward.

Mayor Peterson commented that the Village has been talking about going to a calendar year versus the current fiscal year of June 1st through May 31st and asked if this was something that everyone still wanted to do. Mr. Winters, Mrs. Bennett, Mr. Barber and Ms. May said that they would like to do this. Mr. Danielson commented that he wasn’t opposed to this. Chief Hollinger stated that now’s the time to do it if we’re going to do it. Mayor Peterson said that the Committee could discuss this further before a decision is made.

DAVE WINTERS, CHAIRMAN

Mr. Winters advised the Committee Resolution 2024-104: A Resolution of the Village of Rockton, Illinois Authorizing Signatories for Illinois Funds Accounts and Resolution 2024-105: A Resolution of the Village of Rockton, Illinois Appointing the Village’s Authorized Agent to the Illinois Municipal Retirement Fund are up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

JODI MAY, TRUSTEE

None.

SCOTT DANIELSON, TRUSTEE

None.

VILLAGE COLLECTOR, MICHELE PRATHER

Ms. Prather discussed the 2024 health benefits renewal with the Committee. Ms. Prather provided a handout and explained that the two current PPOs would be replaced with a new dual PPO and that the total cost to the Village is $39,500/month. Ms. Prather stated that the Village currently pays $37,700/month so this would be an $1,800/month increase. Ms. Prather stated that only a few employees had a PPO and that she spoke with them and they were okay changing to the dual PPO. Ms. Prather added that there is an insurance informational meeting on Wednesday, February 14th at 2 pm at Village Hall for those that are interested in attending. The Committee was okay with this. Mr. Winters stated that he will get a consensus at the Village Board meeting to approve the 2024 health benefits renewal.

None.

Motion by Mr. Danielson, second by Ms. May, to adjourn at 7:00 pm.
