Belvidere Community Unit School District 100 Board of Education met Feb. 20.

The Board of Education of Community Unit School District #100, Boone, McHenry, DeKalb Counties, Illinois met in a regular meeting February 20, 2024, at 5:30 P.M. at the Districts Central Office, located at 1201 Fifth Avenue, Belvidere, Illinois, which is within the boundaries of said District.
A. Opening Items
Call to Order:
The President called the meeting to order at 5:32 P.M.
Roll Call:
Members present were Mrs. Brenner, Mr. Herrera, Mrs. Houk, Ms. Maville,
Mrs. Whitcomb, and Mr. Zickert.
Member absent was Mr. Bucher.
B. Closed Executive Session of the Board of Education from Section 2 of the Open Meetings Act
The meeting adjourned to closed executive session at 5:34 P.M. for the following:
The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body – 5 ILCS 120/2(c)(1), and student disciplinary cases – 5 ILCS 120/2(c)(9).
Member Herrera made a motion and Member Maville seconded the motion to adjourn to closed executive session. The President called the question, and the following members voted.

D. District Celebrations
1. VFW Teach of the Year
Kristine Frank, PE Teacher at WA, received the VFW Teacher of the Year Award on January 20, 2024, and advanced to the District 6 level, where she also received the VFW Teacher of the Year Award. Some of the areas included in District 6 besides Belvidere, are Rockford, Loves Park, Dixon, Freeport, Stockton, Savanna, Galena, Roscoe, Rochelle, Lanark, Hanover, Rock Falls, Polo, Oregon, and South Beloit. Mrs. Frank is now waiting to hear if she will be advancing to the State level!
2. Marzano Resources High Reliability Schools Level 2 Certification
District 100 was recognized by the Marzano Group for achieving High Reliability Schools (HRS) Level 2 certification as a result of all district schools earning their Level 2 certification. HRS Level 2 focused on Effective Teaching in Every Classroom. At Level 2 of the High Reliability Schools framework, educators learn how to develop and maintain effective instruction in every classroom by building a shared language of instruction and using this common language to raise the level of pedagogical skill both individually and collectively.
3. Board Shout Out’s
The following people were nominated by their peers for going above and beyond in District 100.

4. Board Member Celebrations / Positive Highlights
Board Members recognized the following celebrations and/or positive district highlights.
• Member Houk – Continued to recognize Kristine Frank and everything she does for our local veterans, but also all the work that goes into making her assemblies both an educational and special assembly for the students.
• Member Herrera – Shout Out for the February 7th Read Out Loud Days event and the opportunity to go into our schools to read to the students. In addition, his appreciation to Dr. Schug for providing the valuable Board Evaluation and Training presented by Dr. Perry Hill from ISAB and the many great take-a-ways from the training.
• Member Maville – A great job the district is making from the transition of moving the subs from Kelly Services to the district and the great results we are having with our fill rate.
• Member Whitcomb – Shout to the Special Education Department, specifically at the secondary level for all the Life Skills activities and outings provided to the students to be able to go out in public and utilize these skills.
• Member Brenner – Recognizing the para negotiations and the Personal Development opportunities being provided to our paras.
E. Student Council Reports
Dylan Freund from Belvidere High School reported on what has been happening at Washington Academy, Meehan Elementary, South Middle School, Belvidere High School, and Everest High School.
Riya Amin from North High School reported on what has been happening at Lincoln, Seth Whitman, and Caledonia, Elementary Schools, along with Central Middle School and Belvidere North High School.

1. Financial Audit Presentation
Cory Cowan of Groenz and Associates, Ltd. Presented the highlights from the Financial Audit for the District.
G. Hearing of Visitors
Members of the public and employees of District #100 were able to make comments or ask questions of the Board. Hearing no one wished to address the Board, President Brenner closed the hearing of visitors.

7. Post-ESSER III Budget Recommendation
Member Herrera made a motion and Member Maville seconded the motion to approve the Committee’s recommendations regarding reductions and modifications to the POST-ESSER III Budget, as presented.
Member Bucher entered the Regular Meeting of the Board of Education at 7:51 P.M. during the Post-ESSER III Budget Recommendations.

K. Board Discussion
The following items were discussed by the Board of Education:
1. eLearning
The Board discussed an eLearning plan in August of this school year, and given the four emergency days the district has had to date, the Board brought this back to the table for further discussion.
Administration will take this topic back to the committee in May for a recommendation and approval in June.
2. IAR Discussion
On an annual basis, students across the State in third through eighth grade participate in the Illinois Assessment of Readiness (IAR). The IAR is a computer-based assessment and assesses two content areas: Reading and Mathematics.
School districts receive the raw data in the spring with more formalized reports later in the summer. Reports are available in the assessment platform Pearson Access Next (PAN). As reports become available in PAN school districts review the data with a variety of teams for various purposes.
Belvidere School District has the opportunity to analyze the results on a yearly basis in order to make improvements with student support and enrichment, curriculum development, instructional strategies, and overall school/district improvement.
