Village of Rockton Budget & Finance Committee met April 2.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:31 pm. Members present: Mayor Peterson, Sally Bennett, Conie Kieffer, Jodi May and Dave Winters Staff present: Dan Barber, Dan Baumgartner(6:37 pm), Tricia Diduch, Chief Hollinger, Arianne Honkamp (6:43 pm) and Atty. Szeto (6:35 pm)

Absent: Scott Danielson

Motion by Ms. May, second by Mr. Winters, to waive the reading of and approve the minutes of March 19, 2024. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $147,212.14.

MAYOR PETERSON

Mayor Peterson advised the Committee that he and Ms. Diduch met with Fehr Graham today to discuss the Sonoco property. Mayor Peterson said that they discussed a Brownfield grant to clean up the property to residential standards, but that they won’t know until May 2025 if the Village will receive the grant. Ms. Diduch said that she was very optimistic about the grant. Mayor Peterson stated that he would like Atty. Szeto to reach out to the railroad because there is a strip that runs through the Sonoco property. Ms. Diduch added that all of the expenses for Fehr Graham are eligible to be paid for by the TIF District.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett stated that she is working on February reconciliations, but that she doesn’t have the numbers yet.

Mrs. Bennett stated that she reviewed the audit report from Sikich and that it’s the semantics with their reporting, but there is nothing to be concerned about in her opinion. Mrs. Bennett added that there should be a significant decrease in regards to consulting fees with Siepert once the audit is fully completed.

Mrs. Bennett said that next week she will have Civic training for two days. Mrs. Bennett also inquired about attending the Illinois Municipal Treasurer’s Conference for three days in June. Mrs. Bennett stated that it was $175 to register for the conference plus hotel costs. The Committee was okay with this.

Mayor Peterson inquired about trustees attending IML or National League of Cities Conference in Tampa, FL and asked them to think about if they would like to attend one or the other.

VILLAGE COLLECTOR

Ms. Kieffer stated that Mrs. Bennett reviewed the bills that they would like to pay some electronically each month instead of issuing and mailing checks. Ms. Kieffer said the electronic payments would include health, vision, dental and life insurance along with credit card bills.
