City of Carlyle City Council met April 8.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, City Administrator Brad Myers, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Matt Wilson, Doug Ratermann, Kayla Wedekemper, and Jessica Hilmes.

Alderman Jeff Taylor made a motion to approve the minutes from March 25, 2024. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $50,000.00, Fund 4 Police for $100,000.00, Fund 17 Parks for $35,000.00, and Fund 20 for $25,000.00 for a total of $210,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Scott Diekemper and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Alderman Jeremy Weh made a motion to approve the Treasurer’s Report as presented. The motion was seconded by Alderman John Hodapp and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

Mayor Judy Smith reported that May 1st is the deadline for the elected officials to file the statement of economic interest with the county clerk. It can be done online, or you can fill the paper out and take it to the county clerk.

Mayor Judy Smith reported that May 3rd and 4th are the city-wide yard sales. Kayla Heimann will need the information by April 24th to be placed on the map. Alderman Jeff Taylor added that the Fireworks Committee will have a BBQ on the IGA parking lot on May 4th.

Mayor Judy Smith reported on Monday, April 15th at 10:00 p.m. the Electric Department is going to be doing line maintenance and the power will be turned off. It will take several hours to do. Feeder G will be affected. If you do not know if you are on feeder G there is a map outlining the streets that will be affected.

City Administrator Brad Myers gave an update on the new city hall. He said the drywall is up and it is mud and taped. Sanding was completed today and painting should start tomorrow. He is hoping to be in by the end of May.

City Administrator Brad Myers said that all the excess rock on the streets has been picked up.

City Administrator Brad Myers said that the Finance Committee moved to send to the city council the Discover Downstate Illinois FY25 Commitment. He said that Discover Downstate Illinois is asking what the city is planning on spending next year. It will be for all the public promotions, banners, wraps, billboards. He said that they spent $10,000.00 this year and may spend $20,000.00 next year. This will be in the commitment letter. Everything that is spent through them is given a 15 percent discount.

Alderman Jeff Taylor made a motion to allow City Administrator Brad Myers to send a commitment letter to Discover Downstate Illinois for an FY25 $20,000.00 commitment. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

City Administrator Brad Myers said that the city received three quotes for flooring at the new city hall. One was from King Floor Covering for $29,475.00. One was from Home Connections for $30,552.88. One was from Kyle Voss for $29,833.05. This went through the Finance Committee, and they recommended going with King Floor Covering.

Alderman Jeff Taylor made a motion to go with King Floor Covering in the amount of $29,475.00. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

City Administrator Brad Myers said they went out for bids to cut down three trees. They received three bids. One was from Wessel’s Tree Service for $4,000.00. One was from Wedekemper Tree Service for $10,400.00. One was from Rensing Paint and Tree Service for $10,300.00.

Alderman John Hodapp made a motion to accept the bid from Wessel’s Tree Service for $4,000.00. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none. Mayor Judy Smith added that this is for cutting them down, cleaning them up, and hauling them away.

City Administrator Brad Myers said that Fund 13 – Garbage has a balance of -$40,611.50. He explained that the residents are billed on their utility bill for this, and the city pays Waste Management. The city is losing money and if they don’t raise the rates now, then in February of 2025 the rates will be higher. The contract is up in February 2025.

Doug Ratermann from H. M. & G. presented the Motor Fuel Tax resolution for $200,000.00. The materials are listed at a cost of $178,182.20. With the resolution listing $200,000.00 it adds room for any additional costs. It is down from last year’s resolution. It was $280,000.00. He explained that what the city bid out last year was not what was received. The bid listed CA chip and CM chip was received. He has brought it to the attention of Beelman but has not received an answer. This year they will make sure that when it is delivered if it is not what was bid, they will need to call Beelman and have them take it back before they use it for oiling and chipping.

Alderman John Hodapp made a motion to accept the Motor Fuel Tax resolution for $200,000.00. The motion was seconded by Alderman Jeremy Weh and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Chief of Police Mark Pingsterhaus said that they had some minor crashes and a lot of traffic due to the eclipse today. He also thanked everyone that came out and supported the K9 fish fry. He said they sold a record 728 dinners. He added that they had a lot of donations. He thanked Aldermen Mike Jansen and Jeff Taylor for helping with the dinner.

City Administrator Brad Myers presented the list of summer hires from the park director. He added that Heather Taylor contacted the park director about the pool manager and camp coordinator position. She agreed to do it for the same amount that was paid last year, $8,000.00.

Alderman John Hodapp made a motion to accept the summer hires. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

City Administrator Brad Myers said that it was brought to his attention that the fish hatchery had been reserved for a fishing derby on May 5th. Kayla Wedekemper explained to the council that they would like to have a benefit fishing derby for Francee Kaston. She said she was not aware of the rules that needed to be followed. She has spoken to Imming Insurance to get insurance for the fishing derby. She also has spoken to Christ Our Rock High School where Francee Kaston’s husband teaches, and they may sponsor them for a one-day event. They will be selling raffle tickets and concessions. All the money raised will be donated to the family.

Alderman John Hodapp made a motion to approve the fishing derby at the fish hatchery. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

At 7:28 p.m. Alderman John Hodapp made a motion to go into executive session to discuss 5 ILCS 120/2(c)(5) The purchase or lease of real property, 5 ILCS 120/2(c)(1) Personnel, 5 ILCS 120/2(c)(11) Litigation. The motion was seconded by Alderman Jim McClaren and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

At 8:21 p.m. Alderman Jeff Taylor left the meeting.

At 8:25 p.m. the council returned to regular session.

At 8:25 p.m. a motion to adjourn was made by Alderman Jim McClaren. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.
