Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman A. Marie Holmes opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of April 15, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS
LETTER OF RESIGNATION
Received a letter of resignation from Loves Park Police Officer Brian Britnell, effective May 3, 2024. Placed on file. Mayor Jury requested that City Clerk Bob Burden send a letter of appreciation to Officer Brian Britnell.
3. SEP REQUEST GENTLEMEN CAR CLUB SHOW
Received a Special Event Permit application from the Gentlemen Car Club to hold a monthly car show with amplified music at the Meadow Mart Center, from April Through September 2024, from 4:00 p.m. to 8:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application for the Gentlemen Car Club to hold a monthly car show with amplified music at the Meadow Mart Center, from April through September 2024, from 4:00 p.m. to 8:00 p.m. Second by Alderman Schlensker. Motion carried by voice vote.
4. NOTICE OF HEARING CONFERENCES
Received notices of pre-hearing conferences regarding Northern Illinois Gas Company and Commonwealth Edison Company, to be held, via WebEx. Placed on file.
5. SPECIAL OLYMPICS
Mayor Jury thanked the Police Officers who attended the Special Olympics held at Harlem High School last weekend.
6. GREAT AMERICAN CLEAN-UP
Mayor Jury announced that the City of Loves Park will have a team picking up trash along McFarland Road. Anyone interested in helping may contact Steve Thompson in the Community Development Department.
7. APPROVE PAYMENT OF BILLS
GENERAL FUND BILLS
Alderman John Jacobson presented the General Fund and all other bills dated May 6, 2024, in the amount of $1,311,136.96, and moved that they be paid. Second by Alderman Peterson. 8. WATER FUND BILLS
Alderman John Jacobson presented the Water Department bills dated May 6, 2024, in the amount of $168,220.36, and moved that they be paid. Second by Alderman Peterson. 15. RESOLUTIONS & MOTIONS
HELM SERVICES HIRED FOR MAINTENANCE OF CITY’S AIR AND HEAT UNITS Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Mayor is authorized to hire Helm Service, P.O. Box 690, Freeport, IL 61032 to do yearly preventative maintenance on the air conditioning and heating units at City Hall, Police Department, Fire #1, Fire #2, and Public Works Storage for a cost not to exceed twenty-six thousand six hundred and fifty dollars ($26,650.00). Funds shall be taken from Account No. 01-07-6540 (Buildings & Grounds Repair and Maintenance). Second by Alderman Peterson. RESOLUTION NO. 24-037
16. REDEVELOPMENT AGREEMENT WITH BRENT BEEHLER FOR 411 E. RIVERSIDE BLVD. Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the City of Loves Park, Illinois, is authorized to enter into a redevelopment agreement with Brent Beehler, (“Developer”), relating to property located at 411 East Riverside Boulevard, within the North Second Street Tax Increment Financing Redevelopment Project Area, as per the attached Redevelopment Agreement. 17. WATER DEPARTMENT MANAGER TO HIRE FEHR GRAHAM FOR INTERSTATE BLVD. Alderman Schlensker presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Water Department Manager is authorized to hire Fehr Graham Engineering and Environmental, 200 Prairie Street, Rockford, IL 61107 for construction engineering and project management for the Interstate Boulevard watermain extension project for a cost of $66,450.00. Funds shall be drawn from Account No. 01-01-6845 (Interstate Blvd. Watermain Project). Second by Alderman John Jacobson. 18. PLAT NO. 2 OF LARSON’S INDUSTRIAL TRACTS
Alderman Pruitt presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that Plat No. 2 of Larson’s Industrial Tracts, being a replat of part of tracts G and part of tract H being a subdivision of a part of the Northwest quarter of Section 5, township 44 North, Range 2 East of the Third Principal Meridian, City of Loves Park, Winnebago County, Illinois, be approved as recommended by the City of Loves Park Community Development Committee. Alderman Pruitt presented an ordinance providing for a Special Use Permit to allow for an event space for the property at 4105 N. Perryville Road, and moved for approval. Second by Alderman Owens.
