City of Loves Park City Council met May 20.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Pastor Brent Dahlseng of Grace Lutheran Church opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of May 6, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 8 Ayes (Aldermen Allton, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Schlensker) 2 Absent (Aldermen Owens, Holmes)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. OFFICES CLOSED AND TRASH PICKUP

Mayor Jury announced that city offices will be closed on Friday, May 24 and Monday, May 27, 2024 in observance of Memorial Day, he also announced that trash pickup will be delayed next week and will be picked up on Saturday, June 1, 2024.

4. SEP REQUEST FOREST HILLS COUNTRY CLUB

Received a Special Event Permit application from Forest Hills Country Club to hold a series of concerts from June 8 thru September 5, 2024, with amplified music, from 6:00 p.m. to 10:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman Thompson moved to approve a Special Event Permit application from Forest Hills Country Club to hold a series of concerts from June 8 thru September 5, 2024, with amplified music, from 6:00 p.m. to 10:00 p.m. Second by Alderman Schlensker. Motion carried by voice vote.

5. SEP REQUEST TREE-RIPE FRUIT SALE

Received a Special Event Permit application from Tree-Ripe Fruit for the retail sale of produce at the Farm & Fleet parking lot, 7300 E. Riverside Blvd. on July 6, and August 3, 2024, from 12:00 noon to 1:30 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application for Tree-Ripe Fruit to conduct the retail sale of produce at the Farm & Fleet parking lot, 7300 E. Riverside Blvd. on July 6, and August 3, 2024, from 12:00 noon to 1:30 p.m. Second by Alderman Schlensker. Motion carried by voice vote.

6. SEP REQUEST HIDDEN TREASURES

Received a Special Event Permit application from Hidden Treasures, to hold an outdoor market on June 8, July 13, and August 10, 2024 at the Meadow Mart parking lot, from 10:00 a.m. to 3:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman Thompson of the Codes and Regulations Committee moved to approve a Special Event Permit application from Hidden Treasures, to hold an outdoor market on June 8, July 13, and August 10, 2024 at the Meadow Mart parking lot, from 10:00 a.m. to 3:00 p.m. Second by Schlensker. Motion carried by voice vote.

Received a notice of an Illinois Commerce Commission hearing regarding Northern Illinois Gas Company, to be held on June 5, 2024, via WebEx. Placed on file.

City Clerk Bob Burden presented the Committee of the Whole minutes for the meeting held on May 6, 2024.

Alderman John Jacobson presented the General Fund and all other bills dated May 20, 2024, in the amount of $452,156.91, and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson presented the Water Department bills dated May 20, 2024, in the amount of $556,549.58, and moved that they be paid. Second by Alderman Peterson. 15. RESOLUTIONS & MOTIONS

PURCHASE OF AMBULANCE AND EQUIPMENT

Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Loves Park Fire Department Chief James Hart may purchase, by means of financing arrangements made through the Treasurer’s Office, a 2024 Ford E450 Medix Ambulance from Foster Coach Sales, Inc. The purchase price is $249,941.10, which includes the following; a Stryker Power Pro XT stretcher, a Stryker Power Load System for loading the stretcher, installation of Stryker equipment, and all custom decals and graphics to match existing ambulances. Funds for this purchase shall be taken from Account No. 01-12-8550 (New Equipment). Second by Alderman Peterson. RESOLUTION NO. 24-041

16. LM SHEET METAL TO INSTALL 3 AIR CONDITIONING/HEATING UNITS Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Mayor is authorized to hire LM Sheet Metal and Service, Inc. to install 3 air conditioning and heating units at City Hall, for a cost not to exceed thirty-five thousand nine hundred seventy-five dollars ($35,975.00). Funds shall be taken from Account No. 01-07-6540 (Buildings and Grounds Repair and Maintenance). Second by Alderman Peterson. 17. FOSS LANDSCAPING TO REPAIR RETAINING WALL

Alderman Schlensker presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Street Department Manager is authorized to hire Foss Landscaping, 1218 Shappert Drive, Machesney Park, IL 61115 to repair the retaining wall on Harvey Road, for a cost not to exceed thirty-eight thousand dollars ($38,000.00). Funds shall be taken from Account No. 01-11-8035 (Infrastructure Maintenance). Second by Alderman John Jacobson. Motion carried. 8 Ayes (Aldermen Allton, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Schlensker) 2 Absent (Aldermen Owens, Holmes)

RESOLUTION NO. 24-043

18. GOOD OF THE ORDER

Alderman Dan Jacobson reported that he attended the Police Memorial Breakfast last week and wanted to commend the city’s member of the Northern Illinois Multi-disciplinary Honor Guard, Sgt. Eric Jacobson, and former member Deputy Chief Jerry Guetschow, who was honored for his long time service.

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:15 p.m.
