City of Carlyle City Council met May 28.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by City Clerk Rita Jurgensmeyer, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the pledge of allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, Mike Meskil, Keith Housewright, Kevin Rolfingsmeyer, and City Clerk Rita Jurgensmeyer.

Others present were Matt Wilson, and Mark Decker from Representative Blaine Wilhour’s office.

Due to the absence of Mayor Judy Smith, City Clerk Rita Jurgensmeyer asked for a motion to appoint a mayor pro tem for the meeting.

Alderman Bruce Hilmes made a motion to appoint Alderman John Hodapp as mayor pro tem. The motion was seconded by Alderman Tammy Peters and was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the minutes from May 13, 2024, regular meeting and budget hearing. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $45,000.00, Fund 4 Police for $95,000.00, Fund 14 Hotel and Motel Tax for $15,000.00, Fund 17 Parks for $15,000.00, and Fund 20 for $10,000.00 for a total of $180,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: aye Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman Jeff Taylor it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

Alderman John Hodapp thanked the Electric Department and all the departments that assisted during the storm last Sunday night.

Keith Housewright reported for the library saying that the summer reading program is coming up.

Alderman Jeff Taylor made a motion to approve the contract in the amount of $5,250.00 with the National Bass Fishing League for the high school bass fishing tournament to be held in October of 2025. The motion was seconded by Alderman Scott Diekemper. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

Alderman Jeremy Weh made a motion to approve the contract with National Crappie League in the amount of $8,7850.00 to be held on May 2 – 3, 2025. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp.  Nay: none.

Alderman John Hodapp said that a special meeting was held earlier tonight to look at the Bittle building and decide what the council would like to do with it. They can either do some repairs and use it for storage or try and sell it. Discussion was held concerning what would be best and it was decided they should do the repairs and keep it for city use.

Alderman Jeremy Weh made a motion to keep the building for city use. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.

Kevin Rolfingsmeyer reported for the Electric Department by thanking the Water and the Street and Alley Departments for helping during the storm on Sunday night.

Alderman John Hodapp said that the sale of a static exciter from the old Worthington engine was discussed earlier tonight at the Electric Committee meeting. Kevin Rolfingsmeyer said that the old Worthington engine has mostly been scrapped out but still has the static exciter and there is some interest in it. Steve Payne told Kevin Rolfingsmeyer that they could probably get $500.00 for it. The electric committee thought they should try to sell it for $1,000.00 but take no less than $500.00.

Alderman Jeff Taylor made a motion to sell the static exciter from the old Worthington engine. The motion was seconded by Alderman Jim McClaren and was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Alderman John Hodapp said that they had a Street and Alley Committee meeting earlier tonight to approve the Motor Fuel Tax bid. They accepted the bid from Don Anderson Company for the oil and Beelman Logistics LLC for the slag. Alderman John Hodapp said they decided to go to slag to alleviate the problem with the dust. They are also going with a four-year program with oiling the streets.

Alderman Jeremy Weh made a motion to accept the motor fuel tax bids from Don Anderson Company and Beelman Logistics LLC. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman John Hodapp said that the Bruemmer park pavilion has been discussed before and they need to approve going out for quotes for materials and concrete.

Alderman Weh made a motion to go out for quotes for materials and concrete for the pavilion at Bruemmer Park. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Mark Decker representing Representative Blaine Wilhour explained to the council that they would like to host a fishing derby at the Fish Hatchery Park. Previously, this was done at the Corp of Engineers Willow Pond, and they had about 100 kids show up. They decided to have it somewhere with more room and would like to do it at the Fish Hatchery Park. They have provided everything to the city and have paid the fee for using the Fish Hatchery. He added that Al Crocker is going to be there talking about water safety and how to bait a hook. The Carlyle High School Bass Fishing Club will also be attending and helping.

Alderman Tammy Peters made a motion to approve the fishing derby at the Fish Hatchery hosted by Representative Blaine Wilhour. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Summer hours for the outside departments were discussed.

Alderman Jeff Taylor made a motion to allow outside departments to change working hours from 7:00 a.m. to 3:30 p.m. to 6:00 a.m. – 2:30 p.m. during the summer months. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay:  none.

At 7:17 p.m. a motion was made by Alderman Jeremy Weh to go into executive session to discuss personnel 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.  The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

At 7:28 p.m. the council returned to open session.

At 7:29 p.m. a motion to adjourn was made by Alderman Jeff Taylor. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.
