Village of Rockton Administration Committee met June 17.
Here are the minutes provided by the committee:
Chairman Danielson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Scott Danielson, Dave Winters and Justin York
Staff present: Dan Barber, Sally Bennett, Tricia Diduch and Chief Hollinger
Motion by Mr. York, second by Mr. Winters to waive the reading of and approve the minutes of June 3, 2024. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
MAYOR – JOHN PETERSON
Mayor Peterson advised the Committee that he forwarded an email to everyone in regards to the asphalt plant ruling and said that the Village may want to prepare a response. Ms. Diduch stated that there is no pre annexation with the Village and that everything has been done through Winnebago County. Mr. York stated that there is nothing that the Village can do at this point. Mr. Winters inquired if an active Winnebago County Board member can ask to review the special use permit. Mayor Peterson questioned if the Village can limit the weight on Wagon Wheel Road. Mayor Peterson stated that he will reach out to Chairman Chiarelli from Winnebago County. Ms. Diduch asked Mayor Peterson if he would like her to work on a standard response to the media. Mayor Peterson said that he would like Ms. Diduch to do that.
Mayor Peterson stated that the police, public works and fire department did a wonderful job at Old Settlers Days (OSD) this past weekend. Mayor Peterson said that the fire department had several medical emergencies that they responded to at OSD.
Mayor Peterson inquired if everyone looked at the budget. Mrs. Bennett stated that there were some minor changes.
Mayor Peterson stated that he and Mr. Winters are registered to attend the National League of Cities (NLC) conference in Tampa Bay, Florida, but that he may have a conflict that week.
COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN
Motion by Mr. Danielson to approve the payment for Visit Beloit for the annual service agreement in the amount of $5,000, second by Mr. Winters. Roll call. All ayes. Motion approved 3-0.
PUBLIC SAFETY & LEGAL – DAVE WINTERS
Mr. Winters stated that Ordinance 2024-11: An Ordinance Providing the Appropriation of Funds for the Operation of the Village of Rockton for the Fiscal Year Beginning June 1, 2024 and Ending May 31, 2025 is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.
ADMINISTRATION – JUSTIN YORK
None.
THE CHIEF– MATT HOLLINGER
Chief Hollinger advised the Committee that there were a few arrests at OSD, but other than that OSD went great.
PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH
Ms. Diduch stated that later this week the Village will be holding the annual Joint Review Board (JRB) meetings.
Ms. Diduch said that there is a special use request for outdoor seating for Salli’s Slots up for approval at the Village Board meeting.
Ms. Diduch informed the Committee that the Planning Commission and Zoning Board of Appeals are looking at solar regulations for the Village, but that they want to do more research on this. Ms. Diduch stated that this will come back to the Village Board in a few months.
Mr. Winters inquired about the Chemtool TIF and Ms. Diduch advised that there is seven years left of the TIF. Mr. Winters commented that the first note will have to be covered and that we will have to put this in the budget for next year.
Ms. Diduch stated that Nauti-Nauti will be playing at the Rockton River Market (RRM) this Wednesday and that they draw in large crowds.
Ms. Diduch added that she is working on the acceptable use policy for information technology (IT) and that she will work on this as time permits as long as the Village isn’t in a rush to have something right away.
