Village of Rockton Board of Trustees met June 18.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. Winters, Mr. York and Atty. Szeto

Staff present: Dan Barber, Sally Bennett, Tricia Diduch, Chief Hollinger and Connie Kieffer Also present: Chief Wilson (Rockton Fire Protection District)

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mrs. Honkamp, to waive the reading of the June 4, 2024 Village Board meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA

Mr. Winters stated that he would like to add the fire department activity report under himself. Motion by Mr. Baumgartner to approve the amendments to the agenda, second by Mr. Winters. All ayes. Motion approved 6-0.

PUBLIC COMMENT

PUBLIC HEARING IN REGARDS TO THE APPROPRIATION OF FUNDS FOR THE OPERATION OF THE VILLAGE OF ROCKTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING JUNE 1, 2024 AND ENDING MAY 31, 2025

Mayor Peterson opened the public hearing at 7:01 pm. Hearing no questions or comments, Mayor Peterson closed the public hearing at 7:02 pm.

MAYOR PETERSON

Motion by Mr. York to approve the appointment of Brent Murray and Diana Weiser to the Planning Commission (5-Year Terms), second by Ms. May. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. York to approve the appointment of Mark Meichtry and Erica Smith to the Historic Preservation Commission (3-Year Terms), second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

Motion by Ms. May to approve the appointment of Gary Kovanda and Marc Smith to the Zoning Board of Appeals (5-Year Terms), second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

VILLAGE ATTORNEY

None.

ZONING

Motion by Mr. Baumgartner to approve of Ordinance 2024-9: Approval of a Special Use Permit to Allow an Outdoor Seating Area for 124 S. Blackhawk Blvd., Salli’s Slots, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 6-0.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Chief Wilson shared the fire department activity report (through the end of May) with the Village Board. Mayor Peterson thanked the fire department for their work at Old Settlers Days (OSD) along with the police and public works departments.

Mr. Winters shared the Rockton Police Department activity summary from June 1st - !5th with the Village Board.

Motion by Mr. Winters to approve Ordinance 2024-10: An Ordinance of the Village of Rockton Amending Sections 92.065 and 92.084 of the Village Code of Ordinances Regarding Nuisances, second by Mr. York. Atty. Szeto stated that this adds an additional act to the ordinance that is considered a nuisance. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. Winters to approve Ordinance 2024-11: An Ordinance Providing the Appropriation of Funds for the Operation of the Village of Rockton for the Fiscal Year Beginning June 1, 2024 and Ending May 31, 2025, second by Mr. Danielson. Roll call. All ayes. Motion approved 6-0.

ADMINISTRATION – MR. YORK

None.

WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Ms. May to approve the purchase requisition for J.J. Keller & Associates for two user safety management suites for OSHA reporting and documentation in the amount of $8,786.50, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

Motion by Ms. May to approve the purchase requisition for Brightly Software, Inc. for software subscription for the Public Works Department in the amount of $8,082.10, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Mrs. Honkamp shared the Parks/Rec activity summary from the past two weeks with the Village Board.

Motion by Mrs. Honkamp to approve the special events application for “Movies in the Park” to be held at the Rockton Athletic Complex (June – October), second by Mr. Winters. Roll call. All aye. Motion approved 6-0.

STREETS AND WALKS – MR. BAUMGARTNER

None.
