II. COMMITTEE REPORTS

1. Committee recommends approval of the request for authorization to place for sale the city-owned parcel located at 605 North Main Street (a vacant commercial building commonly known as "The Armory" - PIN: 11-23-179-015). The Legal Director shall prepare the appropriate ordinance.

Ald. Bonne stated that the subject property is the National Armory, which is owned by the City of Rockford. He wanted to know why the building was being sold. Todd Cagnoni, City Administrator for the City of Rockford explained that there is some interest for the purchase of the property, and the request before the Committee will allow Staff to follow the statutory requirements to dispose of property. He further explained that before a final sale is done, approval would have to be given by Council.

2. 310 Arnold Avenue

Zoning Board of Appeals recommends denial of a Special Use Permit for a Planned Unit Development for 30 Multi-Family Residential Units in an R-3, Multi-Family Residential Zoning District at 310 Arnold Avenue (Arnold Isakhanian for MKES Investments, LLC/Applicants)

Chairwoman Torina announced that the developer asked for more time to revise the plans. She made a motion to have this item layover for thirty (30) days. The motion was SECONDED by Ald. Wilkins. The motion was CARRIED by a vote of 5-0.

III. RESOLUTIONS

1. Committee recommends approval of the Polish Fest

This event is scheduled for August 11th from 10 a.m. to 9 p.m. The event will be held at St. Stanislaus Church located at 201 Buckbee Street on the church grounds.

4. Committee recommends approval of the Labor Day Parade and IDOT Resolution

This event is scheduled for September 2nd from 10 a.m. to noon (road closures will begin at 7 a.m.). The event location will be on 7th Street at Railroad Avenue, north to East State, west to Wyman Street south to Chestnut Street ending at the Davis Park entrance.

Ald. Meeks asked about the contact person for the Labor Day Parade, and also if there are any restrictions this year on participants. Martin Bloom, Project Manager for the City of Rockford stated that Staff is not aware of any restrictions, and Mr. Ed Zurowski is the contact person for the parade.

5. Committee recommends approval of a Resolution for City Council Closed Session Minutes.

Nicholas Meyer, Legal Director for the City of Rockford informed the Committee that under the Open Meetings Act, Council is required to periodically review closed session minutes to determine whether or not the minutes can be published. He further explained that an internal review has been done, and it has been determined which dates can be released. Director Meyer noted that there are some cases that will remain closed, and confidential material will not be released.
