Village of Rockton Budget & Finance Committee met Aug. 6.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters

Staff present: Dan Barber, Dan Baumgartner and Chief Hollinger

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of July 16, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $261,971.39.

MAYOR PETERSON

Mayor Peterson advised the Committee that he will email the Winnebago County Housing Authority to find out when the closing date for the Goldie Floberg building will be.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett stated that she met with Don Elliot and wrote up a scope of services in reference to accounting and financial management services for the Village. Mrs. Bennett said that Mr. Elliot is currently the Treasurer for the City of South Beloit, but that he is an independent contractor. Mrs. Bennett said that they talked at great length about the audit and that he could provide 60 hours of service to the Village prior to the audit. Mrs. Bennett added that Mr. Elliot charges $90/hour for his services. Mrs. Bennett stated that Mr. Elliot has done fiscal year to calendar year changes at other municipalities and that he is very knowledgeable and good at what he does. Mrs. Bennett said that she did contact one other person to see if they were interested, but they weren’t sure that they could take on any additional responsibilities at this time. The Committee was okay with moving forward with Mr. Elliot. Mr. Winters asked Mrs. Bennett to draft an engagement letter for Mr. Elliot’s services to the Village.

VILLAGE COLLECTOR

Ms. Kieffer stated that on August 1st she received a phone call in reference to a fraudulent check that someone was trying to cash at a bank in South Carolina from the Village. Ms. Kieffer was able to determine that the check wasn’t valid and that she believes there was a breach within the bank (First National Bank & Trust) where someone was able to access the Village’s information. Ms. Kieffer stated that the Rockton Police Department reached out to the bank in South Carolina to look into this further.

Ms. Kieffer added that Chief Hollinger’s credit card was compromised and used in the state of Texas to make a purchase. Ms. Kieffer said that his credit card was canceled and reissued.

Ms. Kieffer stated that she was able to access the federal and state sites for the Village to file employee payroll taxes.
