IV. PUBLIC SPEAKERS
1. Denzil Wynter recited a passage of scripture and spoke about children becoming entrepreneurs and the importance of mentoring children to keep them on a good path.
2. Prophet Yusef quoted a passage of scripture and shared his ideas of ways to positively transform Rockford.
3. Stephanie Hicks of Care for Pets announced an upcoming Pet Vaccine Clinic that would take place in Winnebago County and she detailed the services that would be offered. She invited the aldermen to contact her if they were interested in hosting a pet clinic event in their wards.
4. John Tac Brantley encouraged all citizen to vote in the Presidential Election in November 2024 and he shared ways he was helping at-risk youth in the community.
5. Robert Pace spoke regarding the housing shortage in Rockford and he encouraged the council members to support the proposed housing development on Garrett Lane.

1. 2024-168-CR - Committee recommends approval of the Amendment to the 2024 Workforce Development Initiative Agreement between the City of Rockford and LT Construction in the amount of $150,000.00. The added funding would allow for the estimated completion of up to an additional 12,000 square feet of sidewalk improvements. This additional request would bring the total workforce development program value to $675,000.00. The funding source is revenue replacement through the American Rescue Plan (ARP) funds. The Legal Director shall prepare the appropriate ordinance.

VII. OFFICERS REPORTS
A. Alderman Tuneberg
Alderman Tuneberg voiced his concerns regarding excessive and disruptive noises coming from vehicles and motorcycles.
B. Alderman Rose
Alderman Rose announced the Native American Awareness Committee was hosting the 26th Annual Honor of the Mounds on Saturday, August 10, 2024 from 10:00 a.m. to 4:00 p.m. at Beattie Park. He mentioned the free event would include Native American drumming, dancing and food.
Alderman Rose announced Polish Fest would be held on Sunday, August 11, 2024 at noon at St. Stanislaus Kostka Church.
Alderman Rose shared the 3rd Annual Rockford Boxing Classic would take place on Saturday, August 10, 2024. He encouraged residents to attend the local family friendly events taking place this weekend.
Alderman Rose recognized John Groh, Kristen Paul and the staff at RACVB for their efforts with the art install on Huffman Boulevard. He mentioned the public art piece would be revealed on 815 Day.
C. Alderman Barrios
Alderman Barrios thanked Mayor McNamara and the Public Works staff for coordinating the Workforce Agreement with LT Construction. He reported LT Construction had made significant sidewalk improvements in the 11th Ward and he expressed how pleased he was with the program and how well it was working.
D. Alderman Bonne
Alderman Bonne provided an update of the improvements that had been made to the Versailles Apartments. He thanked Mayor McNamara, city staff and Prairie State Legal Services for their diligent efforts to improve the complex and the continued support they were providing to the tenants.
E. Alderman Meeks
Alderman Meeks thanked Mayor McNamara for implementing the Forward for Fun Initiative Program. She spoke about the positive impact the events were making in the community and she encouraged the council members to utilize the funds for their wards.
F. Alderman Prunty
Alderman Prunty invited residents to attend an Informational Session on Wednesday, August 7, 2024 at 6:00 p.m. at Horton Keyes Community Room. She stated there would be numerous city and county services present.
Alderman Prunty thanked City Administrator Todd Cagnoni, Interim Public Works Director Tim Hinkens and Pablo Solares for the sidewalk improvements on 11th Street. She stated the repairs look great.
G. Alderman Bailey
Alderman Bailey mentioned he was working with the Principal at Lewis Lemon School and he was trying to recruit volunteers to assist the school staff and students. He directed anyone that would like to volunteer at the school to contact him.
H. Mayor McNamara
Mayor McNamara reported the Public Works staff would be presenting their Mid-Year Update to the council members in the next few weeks.
Mayor McNamara announced tomorrow night was National Night Out from 5:30 to 8:30 p.m. at the City Market Pavilion. He mentioned it was a free event that was open to the public and he urged residents to attend.
Mayor McNamara thanked Emily Schmidt and the city staff that organized the 7th Annual Summit. He mentioned the teachers’ training event was sold out and it would include national speakers addressing children impacted by trauma.

The preliminary construction cost estimate for the Township is $14,850.00. The preliminary construction cost for the City and Township to work together is $3,412,596.00. The final costs will be based on final quantities as detailed in the Agreement. The funding source is the Water Replacement Improvement Account.
