Village of Rockton Budget & Finance Committee met Sept. 20.
Here are the minutes provided by the committee:
Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters
Staff present: Tricia Diduch, Arianne Honkamp, Chief Hollinger and Atty. Szeto (6:40 pm)
Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of August 6, 2024. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
SPECIAL WARRANT CONSIDERATIONS
None.
RECOMMENDATION OF PAYMENT
Bills were reviewed and recommended for approval in the amount of $304,907.49.
MAYOR PETERSON
Mayor Peterson advised the Committee that he asked Mrs. Bennett to look at what the Village still owes on the Sonoco property. Mrs. Bennett stated that the Village owes $233,000. Mayor Peterson said that in two years the Tacchi USA building will be going up for sale and that the Village may want to think about being more aggressive in paying off the Sonoco property if we may be interested in purchasing another property. Mayor Peterson commented that this is something to think about.
VILLAGE TREASURER, SALLY BENNETT
Mrs. Bennett stated that she provided everyone with the June financials and that the Village is currently at 20% of the budget.
Mrs. Bennett said that she received a letter from Don Elliot in reference to his services for the Village and that he is able to provide approximately $5,400 in services for this calendar year. Mr. Winters asked for a consensus to approve this and the Committee was okay with this. Mr. Winters asked that this be placed on the next agenda for approval.
DAVE WINTERS, CHAIRMAN
Mr. Winters discussed the 1% road tax and stated that the sunset clause expires on July 1, 2025. Atty. Szeto stated that the Village can pass an ordinance in March 2025 to continue the road tax and that it doesn’t have to go to referendum.
Mr. Winters stated that the Committee needs to discuss any pay structure changes for the mayor, clerk and trustees soon. Mr. Winters added that any changes need to be approved by ordinance by October 1, 2024.
JODI MAY, TRUSTEE
None.
SCOTT DANIELSON, TRUSTEE
None.
VILLAGE COLLECTOR
Ms. Kieffer stated that she received a form from the Illinois Municipal League Risk Management Association (IMLRMA) and that this form just lets the Village know where we’re at with claims. Ms. Kieffer said that the Village is okay thus far and will advise if she hears differently.
