City of Carlyle City Council met Aug. 26.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:02 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the pledge of allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Jeremy Weh was absent.

City employees present were City Administrator Brad Myers, Sergeant Andy Brethorst, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Rob Dorman, and Dan Polites.

Alderman Jeff Taylor made a motion to approve the minutes from August 12, 2024. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman John Hodapp made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $60,000.00, Fund 4 Police for $65,000.00, Fund 14 Hotel/Motel Tax Fund for $10,000.00, Fund 16 Retirement Fund for $20,000.00, Fund 17 Parks for $10,000.00, Fund 18 Playground for $30,000.00, Fund 19 Social Security for $10,000.00, and Fund 20 Library for $10,000.00 for a total of $215,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Alderman John Hodapp made a motion to approve the Treasurer’s Report. Alderman Jeff Taylor seconded the motion and it was approved unanimously by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

Mayor Judy Smith asked Deputy Clerk Martha Reinkensmeyer to tell the council about earning her Master Municipal Clerk certification. She explained that she previously received the Register Municipal Clerk and the Certified Municipal Clerk certifications. Mayor Smith congratulated Deputy Clerk Martha Reinkensmeyer.

Mayor Judy Smith said that the Street and Alley are patching the streets in preparation for oil and chipping on September 10th. She added that the Electric Department is cutting down some trees. The tree list has been revised and they are looking at about 30 trees that need to be taken down. She asked everyone to look after their workers in the extreme heat that we are having.

City Administrator Brad Myers reported that September 6th and 7th is the Street Fair. He said things are coming together nicely and it should be an enjoyable event. He said that they have been painting lines all over town.

Mayor Judy Smith said that the council is going to attempt to run the beer stand at the Street Fair.

City Administrator Brad Myers explained that the Finance Committee forwarded the sponsorship for the National Fishing League Crappie Tournament. The maximum the city would have to spend is $4,375.00. Southern Illinois Tourism is chipping in as well as Clinton County and possibly the City of Breese.

Alderman John Hodapp made a motion to approve the sponsorship for the National Fishing League crappie tournament in the amount not to exceed $4,375.00. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Voting aye Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and John Hodapp. Nay: none.

City Administrator Brad Myers explained the National Fishing League High School Bass Tournament. Included in the sponsorship there will be live feed interviews during the tournament, a direct link to the website and a full page in the brochure. This tournament will have actual tv coverage. The sponsorship maximum is $5,250.00.

Alderman Jeff Taylor made a motion to approve the sponsorship for the National Fishing League high school bass tournament not to exceed $5,250.00. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers said they need to close off streets for the street fair. They would like to close Fairfax Street from 8th to 11th Streets on September 5th – 7th.

Alderman John Hodapp made a motion to approve the street closure for Fairfax Street from 8th to 11th Streets on September 5th – 7th. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Mayor Judy Smith said that they missed the county board meeting to ask permission to use the county property around the courthouse for the Street Fair so she called Board Chairman Brad Knolhoff and asked him if the city could use it. He told her to use it just like they have done in the past.

City Administrator Brad Myers reported for the Park Department saying that the load of mulch has come in and has been distributed on the playgrounds.

Mayor Judy Smith said that she and Ryan Meyer met at Bruemmer Park and they walked off where the pavilion was going to be. Doug Boatright is going to go down and chalk it off and he will be getting ready to pour the pad so they can start building the pavilion. They also found a little piece of property that the city owns and it has been neglected so the city is going to clean it up.

At 7:14 p.m. Alderman Jeff Taylor made a motion to go into executive session to discuss 5 ILCS 120/2(c)(21) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06, 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Voting aye Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

At 7:55 p.m. the council returned to regular session.

Alderman Jeff Taylor made a motion to approve the executive session minutes from February 12, 2024, February 26, 2024, April 8, 2024, May 13, 2024, May 28, 2024, June 10, 2024, July 22, 2024. The motion was seconded by Alderman Bruce Hilmes and was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Tammy Peters. Nay: none.

A motion was made by Alderman John Hodapp to leave closed all the executive session minutes. Alderman Mike Jansen seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

At 7:57 p.m. a motion to adjourn was made by Alderman Bruce Hilmes. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Voting aye Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and John Hodapp. Nay: none.
