City of Carlyle City Council met Sept. 9.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Jeremy Weh was absent.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, Begzat Useini, and City Clerk Rita Jurgensmeyer.

Others present were Rob Dorman, Mrs. Dorman, Kelly Ross, and her daughter.

Alderman Jeff Taylor made a motion to approve the minutes from August 26, 2024, regular meeting, and TIF IV public hearing. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman John Hodapp made a motion to pay the claims against the city. The motion was seconded by Alderman Jeff Taylor, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to approve the treasurer’s report as presented. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith thanked everyone that had anything to do with the street fair. She said it was a success and Kaya Heimann worked very hard on it. She thanked all the employees that helped set up and tear down. She thanked all the volunteers that worked. She said that several businesses had their employees come out and work. She thanked all the businesses that donated to the street fair to help pay for the magician and the rides. In a couple of weeks Kayla Heimann will have a rundown of what everything cost and the money that was made. She will present her report to the council in the next few weeks. Mayor Smith thanked the girls in city hall for helping Kayla any way they could. She thanked all the aldermen, their family, and friends, who worked the beer stand this year. Mayor Smith said she had several people comment to her how nice it was to see the alderman helping.

Mayor Smith then reminded everyone that oil and chipping starts tomorrow. September 10th and 12th they will be oiling and chipping all streets north of Clinton Street and west of Route 127. They asked everyone to have all the vehicles off the street.

City Administrator Brad Myers also thanked the employees and the volunteers that showed up to work at the street fair. He also thanked the girls in the office and the police for being present at the street fair. He also thanked everyone that came out for the street fair.

Alderman Jeff Taylor commented saying that at 8:15 a.m. on Saturday they heard a pop at the IGA store and the lights went out. He called Mayor Smith and within 20 minutes they had the lights back on in the store. He thanked the electric department for the work they did.

City Administrator Brad Myers explained the ordinance removing certain properties from TIF II. He said that ordinance #1769 is required to remove certain properties from TIF II and will later become part of TIF IV. He said that there are four properties that will be coming out of TIF II and put in TIF IV.

Alderman John Hodapp made a motion to approve ordinance #1769, removing certain properties from TIF II. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers explained that they need to do the same thing with properties in TIF III. Ordinance #1770 is required to remove certain properties from TIF III. They will be moved to TIF IV. There are six properties that will be moved.

Alderman John Hodapp made a motion to approved ordinance #1770, removing certain properties from TIF III. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scot Diekemper, and John Hodapp. Nay: none.

City Administrator Brad Myers explained the ordinance approving TIF IV the redevelopment plan and redevelopment project.

Alderman Scott Diekemper made a motion to approve ordinance #1771 TIF IV redevelopment plan and redevelopment project. The motion was seconded by Alderman Tammy Peters and was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers explained ordinance # 1772 TIF IV redevelopment project area. Since they already passed establishing TIF IV they now need to pass the redevelopment project area.

Alderman John Hodapp made a motion to approve ordinance #1772 designating TIF IV redevelopment project area. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

City Administrator Brad Myers explained ordinance #1773 adopting TIF IV. This ordinance allows the city to start collecting the taxes.

Alderman John Hodapp made a motion to approve ordinance #1773 adopting TIF IV. Alderman Jeff Taylor seconded it and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

City Administrator Brad Myers explained the TIF agreement with TDK. This allows TDK to build a fabrication plant in the city of Carlyle. He is investing over $4,000,000.00 in this plant. He will be getting returns of that called tax increment financing. The first three years will be a 50/50 split between the city and TDK. Years 4 – 15 will be 80/20 split. He will receive 80 and the city will receive 20. The last four years will return to 50/50 split. He will be receiving around $1.2 million.

Alderman Jeff Taylor made a motion to approve the TIF agreement with TDK. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye:Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Mayor Judy Smith announced the street fair coloring contest winners. In the 7 – 8 year age group the winner is Raeleigh from Troy, the 2 – 4 year age group is Cash Gustafson from Carlyle, and the 9 – 12 year age group is Hayden Voss. The artwork will be on display at the city hall.

City Administrator Brad Myers reported for Street and Alley saying oiling and chipping will start tomorrow at 7:00 a.m. from Clinton Street north and west of Highway 127.

Mayor Judy Smith announced the next agenda item. Hiring Begzat Useini as a full-time officer.

Alderman Jeff Taylor made a motion to hire Begzat Useini as a full-time officer. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Begzat Useine thanked the council for the opportunity and he said he loves working here.

Mayor Judy Smith reported for the park department saying that they have had some issues at the fish hatchery restrooms. The men’s side was made unusable by someone. It had been cleaned at 6:00 a.m. Sunday morning and by the time the group got there that had the fish hatchery rented someone went into the men’s restroom and made a huge mess. Mayor Smith said that the vandalism has been down, but there are still some issues. She said the bathroom at the pool is closed. The bathroom at the curve is closed. The only bathroom open is by the maintenance shed and it has cameras on the outside of the building.

At 7:18 p.m. a motion was made by Alderman Jeff Taylor to go into executive session to discuss personnel. The motion was seconded by Alderman Jim McClaren and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

At 7:31 p.m. the council returned to open session.

At 7:32 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none.
