City of Loves Park City Council met Sept. 16.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Alderman Mike Owens opened the meeting with an invocation, followed by the Pledge of Allegiance led by Young at Heart Princesses Violet Bane, Kaylee Anderson, and Maddison Ortega.

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of September 3, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. PROCLAMATION PRESENTED FOR OKTOBERFEST

Mayor Jury presented a Proclamation to Mark Beck of the German Society, proclaiming Saturday, September 28, 2024, to be “Oktoberfest Day” in the City of Loves Park.

Mark Beck thanked city council for supporting the Proclamation and invited everyone to attend Oktoberfest.

4. PROCLAMATION PRESENTED FOR POW/MIA RECOGNITION

Mayor Jury presented a Proclamation to Bruce Jacobsen, proclaiming Friday, September 20, 2024 to be “POW/MIA Recognition Day” in the City of Loves Park.

Bruce Jacobsen thanked city council for supporting the Proclamation and spoke about the history of POW/MIA and invited everyone to join in the candlelight ceremony to be held at Loves Park City Hall on Friday, September 20, 2024 at 7:00 p.m.

5. PROCLAMATION PRESENTED FOR CONSTITUTION WEEK

City Treasurer John Danielson presented a proclamation to Nancy Bloomstrand of Daughters of the American Revolution, Rockford Chapter, proclaiming the week of September 17-23, 2024, to be “Constitution Week” in the City of Loves Park.

Nancy Bloomstrand thanked city council for supporting the Proclamation.

6. PRESENTATION TO BRANDON ELMER

Mayor Jury welcomed to council the Loves Park Water Department Manager Craig McDonald and Fire Chief James Hart who read and presented a Citation of Meritorious Service to Water Department employee Brandon Elmer for his heroic efforts in assisting victims in a vehicle rollover accident that occurred on August 29, 2024.

Brandon Elmer thanked everyone for the recognition of his efforts.

7. APPROVE PAYMENT OF BILLS

Alderman John Jacobson presented the General Fund and all other bills dated September 16, 2024, in the amount of $569,947.73 and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

9. WATER FUND BILLS

Alderman John Jacobson presented the Water Department bills dated September 16, 2024, in the amount of $551,683.27, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

Alderman Allton presented the Police Department Report for September 16, 2024; presented the Fire Department Report for September 16, 2024, to be placed on file.

Alderman Schlensker presented the Street Department Report for September 16, 2024; presented the Water Department Report for September 16, 2024, to be placed on file.

14. FINANCE & ADMINISTRATION COMMITTEE

Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on September 3, 2024, to be placed on file.

15. PUBLIC WORKS COMMITTEE

Alderman Schlensker of the Public Works Committee presented the minutes from the committee meeting held on September 3, 2024, to be placed on file.

16. CODES & REGULATIONS COMMITTEE

Alderman Thompson of the Codes & Regulations Committee announced that a committee meeting will be held on October 7, 2024 at 5:25 p.m.

17. RESOLUTIONS & MOTIONS

18. OMNIBUS VOTE

Alderman Thompson moved to bring Resolutions #14 thru #20 on the Agenda to be acted upon through a single omnibus vote. Second by Alderman Owens. Motion carried by voice vote.

19. RUSSELL CAVENY PROMOTED TO ASSISTANT WATER DEPARTMENT MANAGER

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that having been reviewed and approved by the Civil Service Commission, Russell Caveny shall be promoted to the position of Assistant Water Department Manager with a salary of $86,994.00, effective September 17, 2024. This is a non-union position with future salary and benefits to be determined by the salary ordinance. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-069

20. THE PLACE FOUNDRY LLC CONTRACT

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Economic Development/Planning Manager is authorized to sign a contract with the Place Foundry, LLC for place advisory services at Riverside Commons. The total cost of the contract shall not exceed sixty thousand dollars ($60,000.00). Funds shall be drawn from Account No. 01-01-6489 (Tourism). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-070

21. REDEVELOPMENT AGREEMENT FOR 6125 N. SECOND STREET

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the City of Loves Park, Illinois, is authorized to enter into a redevelopment agreement with Douglas Vukalovich, (“Developer”), relating to property located at 6125 North Second Street, within the North Second Street Tax Increment Financing Redevelopment Project Area, as per the attached redevelopment agreement. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-071

22. REDEVELOPMENT AGREEMENT FOR 5535 AND 5545 N. SECOND STREET

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the City of Loves Park, Illinois, is authorized to enter into a redevelopment agreement with Boundless Homes, LLC., (“Developer”), relating to properties located at 5535 and 5545 North Second Street, within the North Second Street Tax Increment Financing Redevelopment Project Area, as per the attached redevelopment agreement. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-072

23. FEHR GRAHAM HIRED FOR SERVICES RELATED TO ROCK VALLEY CREEK PHASE 2

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Street Department Manager is authorized to hire Fehr Graham, 200 Prairie Street, Rockford, IL 61111, for Rock Valley Creek Phase 2 additional engineering, at a cost not to exceed forty-eight thousand dollars ($48,000.00). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-073

24. VEHICLE LEASE AGREEMENT WITH ROCK RIVER DISPOSAL

Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Mayor is authorized to enter into a vehicle lease agreement with Rock River Disposal Services, Inc. for the rental of one 2008 International w/5-yard dump box and one 1999 International w/5-yard dump box and one 2002 International w/5-yard dump box for the purpose of leaf removal under the current contract per the attached. Be it further resolved, that the lease cost would be $750.00 per week per vehicle until the leaf pickup is concluded. Also, be it further resolved, that the lease shall not be considered in full force and effect until all proper insurance certificates are completed and in place as delineated within said executed lease. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 24-074

25. AGREEMENT WITH CROSS CREEK CONDO ASSOCIATION FOR SNOW REMOVAL Alderman Thompson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Mayor is authorized to sign an amendment to the agreement with the Cross Creek Condo Association, an Illinois non-for-profit corporation, to salt and plow private streets within the Cross Creek Subdivision. This agreement shall run from October 1, 2024 thru May 1, 2027. Payment for this service shall be $215.00 per pass as specified in the agreement. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)
