City of Carlyle City Council met Oct. 14.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, Brandon Pieron, and City Clerk Rita Jurgensmeyer.

Others present were Rob Dorman, Matt Wilson, and Bo Thomas.

Alderman Jeff Taylor made a motion to approve the minutes from September 23, 2024, regular meeting. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the treasurer’s report as presented. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith reported that leaf vacuuming will start on October 28th. They will try to get through the town by Halloween. They will travel the streets from east to west and south to north. When they get through all the streets they will start again.

Mayor Judy Smith then reminded the general public that the last day to file petitions is November 18th. The first day of filing is November 12th and the last day is November 18th. Mayor Smith said that petitions were out for alderman ward 1, 2, 3, and 4, mayor, and city clerk. All incumbent aldermen in wards 1, 2, 3, 4 have picked up petitions. Mayor Smith said she has picked up her petition for mayor and Rita Jurgensmeyer has picked up her petition for city clerk. Mayor Smith said that petitions can be picked up at city hall or the county clerk. City Clerk Rita Jurgensmeyer added that the forms can also be downloaded from the Illinois State Board of Elections website. The election is on April 1, 2025.

City Administrator Brad Myers commented that they have started a ditching project on 17th Street to help alleviate the flooding that was going through private resident’s yards. He said it looks very nice and they are making very good progress. He also thanked the homeowners for their understanding and assistance as they go through.

City Administrator Brad Myers also commented that the RFP for trash service is on the city’s website. They have until mid-November to get it back to the city. The current contract with Waste Management ends on February 1st.

City Administrator Brad Myers said that the tree progress has gone along nicely. They initially had 40 trees that needed to be cut and now they are down to 27. City Administrator Brad Myers said there is an RFP to take down the rest of the trees.

City Administrator Brad Myers said that they sent a lineman down to Florida to help with the hurricane damage. He should be back by the end of the week.

Bo Thomas from Glass and Shuffett explained the recent audit. He explained what was in the audit. He said that everything went well and they are reporting a clean opinion saying that they agree with the numbers as presented. He thanked the city for giving them the good auditable information. He went through the audit and explained the various reports.

Alderman John Hodapp made a motion to accept the audit. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

City Administrator Brad Myers asked to continue to the next meeting the public works mutual aid agreement. He said there are some questions that need to be answered and he is not ready to report on it yet.

Alderman Jeremy Weh made a motion to continue the public works mutual aid agreement to the next meeting. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, and Scott Diekemper. Nay: none.

City Administrator Brad Myers said that last Thursday he posted the fireworks quote on Boarddocs and because the internet is down, he cannot bring up the quote received. He said it is the same as last year with a few more fireworks. It is $1,000.00 more than last year at a cost of $6,500.00.

Alderman Jeff Taylor made a motion to approve the quote for fireworks at the cost of $6,500.00. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, and John Hodapp. Nay: none.

City Administrator Brad Myers said the request to hire Landen Sorensen for a part-time position at the water department was forwarded from the Employee Concerns Committee meeting. He said this is something that is done every year.

Alderman John Hodapp made a motion to hire Landen Sorensen for a part-time position at the Water Department. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Mike Jansen, Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, and Jeff Taylor. Nay: none. Abstaining: Bruce Hilmes.

Chief of Police Mark Pingsterhaus informed the council that every year they try to keep the police fleet up to date by putting a vehicle in the budget each year. He said that the last few years they have gone with Dodge Ram trucks. He said that the last few years they have gone through the state bid dealer which is Victory Lane Dodge and Ram dealer in Carlinville. They found a silver ram truck with a list price of $53,465.00 and the state bid price with tax, title, and license is $44,999.00.

Alderman Jeff Taylor made a motion to purchase the ram truck at a cost of $44,999.00 from Victory Lane Dodge and Ram for the Police Department. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, Jeff Taylor, and Mike Jansen. Nay: none. Abstaining John Hodapp.

At 7:16 p.m. a motion to adjourn was made by Alderman Jeff Taylor. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
