Village of Rockton Board of Trustees met Oct. 15.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. Winters, Mr. York and Atty. Eric Miller

Staff present: Dan Barber, Sally Bennett, Tricia Diduch, Chief Hollinger and Connie Kieffer

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. York, to waive the reading of the October 1, 2024 Village Board meeting minutes. All ayes. Motion approved 6-0.

Motion by Mr. Winters, second by Mrs. Honkamp, to approve the October 1, 2024 Village Board meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA

None.

PUBLIC COMMENT

Richard Barnes, owner of the Red Barn Golf Course, addressed the Village Board in reference to the nuisance ordinance that was recently passed in July. Mr. Barnes stated that he came to humanize this decision and advised the Village Board that since the ordinance was passed, its been killing his business and that he’s lost 27% of his business since late June. Mr. Barnes said that he came to the Village Board three years ago to approve the Top Tracer and that he’s put $250,000 into the range at the golf course. Mr. Barnes stated that he needs to repurpose the land and that there are seven acres where he will be approaching the Planning Commission to build apartment buildings on the property. Mr. Barnes said that he wanted to make this a public record and thanked the Village Board for listening.

MAYOR PETERSON

Motion by Mr. Winters to approve the discharge of black powder firearms for the Macktown Living History event “Frenchman’s Frolic” to be held October 18th – 20th, second by Mrs. Honkamp. All ayes. Motion approved 6-0.

Motion by Mr. Winters to approve the discharge of black powder firearms for the Macktown Living History event “Lincoln & Liberty” to be held November 1st – 3rd, second by Mr. York. All ayes. Motion approved 6-0.

ZONING

None.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from October 1st -14th with the Village Board.

ADMINISTRATION – MR. YORK

Motion by Mr. York to approve Ordinance 2024-22: An Ordinance of the Village of Rockton, Illinois Amending the Salary or Other Compensation of the Office of the Village Clerk, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

WATER, SEWER, AND GARBAGE – MS. MAY

None.

COMMUNITY DEVELOPMENT – MR. DANIELSON

Motion by Mr. Danieslon to approve the Trick or Treat hours for Thursday, October 31st from 5-7 pm, second by Mr. Winters. All ayes. Motion approved 6-0.

BUILDINGS AND PARKS – MRS. HONKAMP

None.

STREETS AND WALKS – MR. BAUMGARTNER

Motion by Mr. Baumgartner to approve the purchase requisition for Countryman, Inc. for restriping various roads throughout the Village at a cost of $15,234, second by Ms. May. Roll call. All ayes. Motion approved 6-0.

EXECUTIVE SESSION

PAYMENT OF BILLS

Motion by Mr. Winters, second by Mr. Danielson, to pay bills in the amount of $401,140.53. Roll call. All ayes. Motion approved 6-0.

Hearing no further business, motion by Mr. Winters, second by Mr. York, to adjourn at 7:08 pm. All ayes. Motion approved 6-0.
