The City Council has approved the 2025 budget, which maintains a balanced financial plan without increasing property taxes. The general fund expenses are set at $226 million. Key components of the budget include a $2 million annual contribution to Rockford Promise from casino revenue. This funding supports scholarships for eligible students at Northern Illinois University and Rockford University, allowing them to earn degrees tuition-free.

The budget also addresses capital equipment replacement needs and continues investment in technology aimed at improving services without expanding staff numbers. Additionally, there is an increased focus on public safety investments.

Mayor McNamara commented on the achievement, stating: "Under my administration, this is the eighth consecutive year we’ve passed a balanced budget without increasing property taxes for our residents." He emphasized the importance of avoiding tax increases amid rising inflation: "With inflation hitting hard this year, we felt it was especially important to avoid raising property taxes. I’m proud that we continue to manage our resources responsibly while providing exceptional services to our community."
