II. COMMITTEE REPORTS 

1. Proposed sale of city-owned property located at 605 North Main Street (Armory Building) (PIN: 11-23-179-015) to Rockford Area Arts Council for their bid in the amount of $1,000.00.

Prunty questioned the language regarding insurance and maintenance in the bid. T. Cagnoni explained that there was one bid submitted by the Rockford Area Arts Council, which included several conditions, including the issue Alderwoman Prunty referenced. The City and the Rockford Area Arts Council plan to work together on insurance for the property, which is currently uninsured against damage or destruction. Since ownership is being transferred to the Rockford Area Arts Council, the City intends to assist them in securing insurance, and they are currently obtaining quotes.

Prunty asked if an approximation of the cost could be provided when available. T. Cagnoni confirmed that it would be.

Tuneberg noted that this is part of a Brownfields development and asked if that factor is included in the expenses, and whether the buyers are aware of this. T. Cagnoni confirmed that it is indeed a Brownfields site that requires remediation. The Rockford Area Arts Council, in partnership with private sector developers

Urban Equity Properties and Gorman and Company, plans to apply for a USEPA grant, which is due later this month. The grant would help cover costs for environmental remediation as well as some redevelopment expenses.

Tuneberg expressed support, noting that the site is located in the third ward and highlighting the investment made by a nearby bank and the proximity to the museum campus, which attracts many out-of-town visitors. Tuneberg emphasized that the property is currently an eyesore and thanked those involved for their efforts to revitalize it.

Barrios asked about the planned use for the building. T. Cagnoni stated that the final plan has not been fully determined yet but is anticipated to include a mix of residential units and a cultural center.
