Motion to Approve Minutes of October 21, 2024 by:_Ald. Owens , Second Ald. Schlensker , Vote: 3-0
Old Business – 1) Liquor license application – Da Catch, 1824 E. Riverside Blvd.: Tomy Joseph & Chris James appeared regarding the request for a Class D liquor license at the above location. Consistent with past meetings and discussions with staff and Attorney Galluzzo and the applicant, a draft ordinance had been prepared to allow the same licensee to hold two licenses at the same building, but designate that the use of each license must comply with the services provided (restaurant separate from gas station business); this included a distinct wall to separate the two businesses. The ordinance also provides that an issue with one license will bring both licenses into review and limits the advertising for the building. Applicant had no objection to the proposed ordinance.

2) Liquor license application (Dairy Depot, 5423 N. 2nd Street) – Nathan Bruck reported that he had been in contact with the applicant who wishes to proceed but is encountering still delays in preparation of a formal site plan. The applicant requested matter be set over to December 2, 2024.
Motion to lay over to December 2, 2024 meeting by Ald. Owens, Second by Ald. Schlensker , Vote:_4-0__
3) Tattoo establishment permit (6128 E. Riverside – Bloomquist/Shereck): The applicants appeared again to proceed with their plan to open a tattoo business at the above location. In review of the current ordinance, inconsistencies were noted between the ordinance and current state regulations. Staff and the city Attorney’s personnel drafted a proposed updated ordinance, which would require seeking a special use permit for the location sought by the applicants. The schedule was explained to the applicants: proposed ordinance submitted to all council members, any comments/suggestions to be considered and the ordinance presented to council next meeting. If all that follows pace, they would need to submit a SUP application, and the “tattoo permit” would not be applicable. As a result, it was determined that no further date before this committee would be scheduled. The applicants indicated a full understanding of this process and are looking forward to continue their work toward approval for the business.
