Village of Rockton Budget & Finance Committee met Nov. 5.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer and Dave Winters Staff present: Dan Barber, Dan Baumgartner (6:33 pm), Tricia Diduch and Chief Hollinger Also present: Dave Bennington & Spencer Cushing

Absent: Jodi May

Motion by Mr. Danielson, second by Mr. Winters, to waive the reading of and approve the minutes of October 15, 2024. All ayes. Motion approved 2-0.

PUBLIC COMMENT

Chris Korte with the Illinois Municipal League Risk Management Association (IMLRMA) spoke to the Committee about the annual contribution agreement. Ms. Kieffer stated that the Village needs to decide which one they would like to go with. Mr. Korte stated that the Village saved about $30,000 between the years of 2013-2024 by being on the min/max and provided a copy of the min/max claims history for the Committee to review. Mr. Korte added that if the Village has a bad year, that we would have 18 months to pay it. Mrs. Bennett stated that the difference between the two choices is approximately $18,000. The Committee decided that they would like to go with the min/max contribution and Mr. Winters stated that he would get a consensus for this at the Village Board meeting later in the evening since the payment is due on November 15th.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $179,952.35.

MAYOR PETERSON

None.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett advised the Committee that there was a discussion about hiring a Village Administrator in the Administration Committee meeting last evening and that we do have a line item in the budget for the position. Mrs. Bennett said that she wanted to bring this up because the funds are there if the Village Board would like to hire a firm to help the Village with this process.

Mrs. Bennett added that there is a section forecasting for revenues in the latest issue on the Illinois Municipal League (IML) Review and she went over those numbers with the Committee. Mrs. Bennett stated that she will continue to monitor this.

VILLAGE COLLECTOR

Ms. Kieffer verified that the Committee would like to go with option #1 and pay the full amount for the min/max contribution in the amount of $157,487.55.
