City of Carlyle City Council met Nov. 12.
Here are the minutes provided by the council:
The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, Keith Housewright, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson and Dan Imming.
Alderman Jeff Taylor made a motion to approve the minutes from October 28, 2024, regular meeting. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman Jeremy Weh made a motion to approve the treasurer’s report as presented. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
City Administrator Brad Myers reported that 17th Street is progressing very well. They still need to put in the box culvert. He feels that it will really work well to keep the water out of the residents’ yards. He added that the leaf pick up is in full progress. Limb pick up is on the first week of the month.
Mayor Judy Smith reminded everyone that today was the first day to file petitions if you are planning to run in the April 1, 2025, election. The last day to file petitions is November 18, 2024.
Mayor Smith added that the Christmas in Carlyle parade will be held on November 29th and will start at 6:30 p.m. at the post office and travel east on Fairfax Street and turn north on 5th Street to the nursing home and take a right and end up at the city park. After the parade there will be fireworks and Santa will be in the pool house.
Keith Housewright reported for the library saying that a representative from Representative Blaine Wilhour’s office will be at the library to meet with constituents on November 13th from 9:00 – 10:30 a.m.
City Administrator Brad Myers introduced Dan Imming who explained the ICRMT renewal. Dan Imming passed out a report showing what was paid through the insurance last year and what was paid this year. Overall, it is an 8 percent increase. During that time vehicles, a new city hall building, and equipment have been added. ICRMT does not charge for the additions until the renewal is up. He added that ICRMT has a lot of value-added services. They provide OSHA assistance and several training courses.
Alderman Jeff Taylor made a motion to approve the ICRMT renewal at a cost of $285,568.00. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
City Administrator Brad Myers explained the Christmas in Carlyle parade route and asked for approval to close roads for the parade.
Alderman Tammy Peters made a motion to approve closing streets for the Christmas parade. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peter, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.
City Administrator Brad Myers explained the sponsorship with King Kat Fishing Tournament. He said it has gone through the Finance Committee and they approved it and sent it to the city council. The city splits it with the county and the city’s amount is $3,500.00 with a $700.00 deposit due by January 1, 2025. They will also be partnering with Downstate Illinois and are receiving a 20% discount.
Alderman Jeff Taylor made a motion to sponsor the King Kat fishing tournament in the amount of $3,500.00. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.
City Administrator Brad Myers spoke for the Water Department saying that repairs on the water intake have gone very well.
Mayor Judy Smith reported for the park department saying that the city park will be closed to traffic November 12th through November 29th so the employees can get the Christmas lights up.
Alderman Mike Jansen made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.
At 7:22 p.m. the council returned to regular session.
Alderman Jeff Taylor made a motion to approve a $1.00 per hour raise for Joseph Martin. Alderman Mike Jansen seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
At 7:23 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
