Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman Dan Jacobson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of November 18, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS
3. ILLINOIS COMMERCE COMMISSION HEARING
Received a notice from the Illinois Commerce Commission of hearings regarding Northern Illinois Gas Company, to be held on December 4 and December 6, 2024, via WebEx. Placed on file.
4. LEAF-VACUUMING
Mayor Jury announced that leaf-vacuuming and yard waste pickup will continue until Friday, December 6, 2024.
5. CITY PLANTERS DECORATED
Mayor Jury thanked city employees, Alyssa Thompson, Sandra Wolfe, David Jacobson, Kim Massetti, and Andrew Quintanilla for their help in decorating the city’s bus stop planters for the holidays.
6. LIGHT UP THE PARKS PARADE AWARDS
Mayor Jury presented an award for the Light Up the Parks parade “Best Decorated” yard to Nicole and Eric Dearson at 6133 Elm Avenue.
Mayor Jury announced that the “Best Float” award went to Rock River Valley Painting and the “Best Youth Float” award went to Concordia Lutheran School. The Mayor thanked everyone who volunteered and participated in the parade.

Alderman John Jacobson presented the General Fund and all other bills dated December 2, 2024, in the amount of $2,337,029.31 and moved that they be paid. Second by Alderman Peterson. 9. WATER FUND BILLS
Alderman John Jacobson presented the Water Department bills dated December 2, 2024, in the amount of $365,138.77, and moved that they be paid. Second by Alderman Peterson. 17. COMMUNITY DEVELOPMENT COMMITTEE
Alderman Pruitt of the Community Development Committee presented the minutes from the committee meeting held on November 18, 2024. He also presented the Monthly Building Report for November 2024; New Commercial - $400,000.00; New Residential - $0.00; Total Permits Issued – 138; Permit Fees Collected - $31,905.00; Machesney Park Fees Collected - $8,499.65, to be placed on file.

19. HIRED MEDRANO’S LANDSCAPING FOR SNOW REMOVAL SERVICES
Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, the Street Department Manager is authorized to hire Medrano’s Landscaping, 1616 Montague Street, Rockford, IL 61102 for snow removal services for City properties, at the directions of the Street Department Manager, for the 2024-2025 winter season. The cost for snow removal service shall be as follows; six hundred dollars ($600.00) per event for two to six inches and nine hundred dollars ($900.00) for six to twelve inches for City Hall; three hundred dollars ($300.00) for two to six inches and four hundred fifty dollars ($450.00) for six to twelve inches per event for the Fire Station on Windsor Road; five hundred ten dollars ($510.00) for two to six inches and seven hundred fifty-five dollars ($755.00) for six to twelve inches per event for the Fire Station on Rock Valley Parkway and Marsh Hawk Drive; and five hundred thirty dollars ($530.00) for two to six inches and seven hundred seventy dollars ($770.00) for six to twelve inches per event for the Police Station. Funds shall be drawn from the Street Operating Fund No. 01-11- 8091 (Contractual Snow Removal). Second by Alderman Pruitt. 21. AMENDMENT TO SPECIAL USE PERMIT FOR 8400 E. RIVERSIDE BLVD.
Alderman Pruitt presented an ordinance authorizing an amendment to a Special Use Permit for an indoor/outdoor box market for 8400 E. Riverside Blvd., and moved to approve. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

22. SPECIAL USE PERMIT FOR 6602 NIMTZ ROAD
Alderman Pruitt presented an ordinance authorizing a Special Use Permit for an office with single family detached dwelling for 6602 Nimtz Road, and moved to approve. Second by Alderman Owens.
