Village of Rockton Budget & Finance Committee met Dec. 3.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters

Staff present: Dan Barber, Dan Baumgartner (6:32 pm), Tricia Diduch, Chief Hollinger and Atty. Szeto (6:38 pm)

Also present: Dave Bennington

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of November 19, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $829,779.86.

MAYOR PETERSON

Mayor Peterson stated that he has a phone call at 1 pm tomorrow with Hendricks Commercial Properties to discuss the property across from the high school. Mayor Peterson said that Hendricks Commercial Properties sold the strip mall and they may be interested in selling the other property along the river. Mayor Peterson said that this could be a potential location to build a new sewer plant for the Village.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett advised the Committee that she met with representatives from Illinois Bank & Trust and that they provided her with information about a credit card system to pay bills. Mrs. Bennett said that the Village could give the bank our current vendor list and they would identify the vendors that have the capability to pay bills with this system. Mrs. Bennett said that this would be a one-time use for payment and that it prevent any compromises. Ms. Kieffer added that there wouldn’t be any fees for the Village because it would be offset. Mrs. Bennett said that Illinois Bank & Trust currently have the bonds for the Village and this is why she met with them. Mrs. Bennett stated that it would eliminate the step of data entry if the Village used the credit card system to pay our bills. Mrs. Bennett said that her and Ms. Kieffer would like to look into this further and would like to have permission to submit the Village’s vendor list to the bank. Mrs. Bennett said that she will also speak to First National Bank as well to see if they offer something similar to Illinois Bank & Trust.

Mrs. Bennett stated that she attended the Treasurer’s Institute and that it was very beneficial. Mrs. Bennett explained that the use tax in Illinois has decreased, but the sales tax has increased. Mrs. Bennett said that internet sales are longer being reported as use tax and that we are getting more sales tax because of how the state is distributing it among municipalities. Mrs. Bennett added that Atty. Szeto is looking into the telecommunications tax. Atty. Szeto stated that he contacted the Illinois Department of Revenue, but that he hasn’t heard back from them yet.
