Village of Rockton Budget & Finance Committee met Jan. 21,
Here are the minutes provided by the committee:
Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters
Staff present: Dan Barber, Dan Baumgartner (6:32 pm), Tricia Diduch and Chief Hollinger Also present: Dave Bennington
Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of January 7, 2025. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
SPECIAL WARRANT CONSIDERATIONS
None.
RECOMMENDATION OF PAYMENT
Bills were reviewed and recommended for approval in the amount of $318,187.37.
MAYOR PETERSON
Mayor Peterson advised the Committee that he is meeting with Dave Syverson tomorrow to discuss insurance rates and that Mr. Syverson will come to the Administration Committee meeting if necessary.
VILLAGE TREASURER, SALLY BENNETT
Mrs. Bennett advised the Committee that she sent out the financial reports and that all funds have more revenue than expenses. Mrs. Bennett said that it looks like the Village is also doing well as she looks ahead to January financial reports.
Mrs. Bennett stated that the Village has paid out $12,500 in sales tax to McDonald’s and O’Reilly Auto Parts as part of the sales tax rebate.
Mrs. Bennett commented that she looked at what the Village is paying Rock Energy thus far and that we’ve paid them $159,900, but we’ve received $169,281. Mrs. Bennett said that we need to break even or do better and that we may want to take a look at this in the future. Mrs. Bennett added that municipalities that have ComEd don’t pay for their usage.
Mrs. Bennett stated that in the next budget she would like to eliminate fund 20 which is for police protection. Mrs. Bennett said that she spoke with Sue Goral, Winnebago County Treasurer, and that the Village doesn’t need to separate this fund. Mrs. Bennett advised the Committee that she will create a new line item for this.
Mrs. Bennett stated that she is still working with the auditors and that she just received the actuary report. Mrs. Bennett said that they still need a few more things from the Village and that after the audit is complete, she is going to start working on the budget.
Mrs. Bennett added that she feels it’s worthwhile spending the money on a recruiter for the Village Administrator position because they have a better reach to locate potential candidates and they would be more efficient with the process. Mrs. Bennett added that we have people applying internally and we have the money set aside in the budget to do this.
DAVE WINTERS, CHAIRMAN
Mr. Winters stated that Ordinance 2025-2: An Ordinance Abating the Ad Valorem Tax Previously Levied for the Year 2024 to Pay Debt Service on the $1,585,000 General Obligation Alternate Bond
(Waterworks System Alternate Revenue Source), Series 2012A, of the Village of Rockton, Winnebago County, Illinois is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.
