City of Loves Park Codes & Regulations Committee met March 3.

Motion to Approve Minutes of January 21, 2025 by:_Ald. Owens , Second Ald. Schlensker , Vote: 4-0

Old Business – NONE

New Business – 1) Liquor license application – LIno’s, 8400 E. Riverside Blvd.: Charlie Schweinler with Lino’s appeared to discuss the business request for a Class R-1 liquor license at the above location. Charlie explained with the development of the site beyond the free-standing pick-up location (first) and the structure at the north end of the property (second), the business intends to offer dining onsite as well as carryout, both of which would benefit from this license allowing packaged liquor sales. No staff was available to provide comment from the city, and members addressed their questions and received acceptable responses – a future tap room was also announced.

Motion to Approve by _Ald. Little , Second _Ald. Schlensker Vote: 4-0

Other matters: Special Event Permit application (100 Heart Blvd, March 15, 2025 , 4 pm – 7:30 pm): Paula Schwartz and Tyler Pickering appeared on behalf of the Irish Marching Society seeking approve for this event following the St. Patrick’s Day parade scheduled that day. The parade has taken place in downtown Rockford previously with the event after held in Rockford. The Society believes the gymnasium, kitchen and Brinker Room at the city’s Civic Center offers a good alternative for the event this year. Details concerning catering of food/liquor and music was shared with the committee. The request came too late to allow for time to follow approval calendar, but this event appears to mirror similar events (Oktoberfest) and would be enjoyed by many in our community. The event will be presented to council in communications this evening, and no member expressed concerns over approving it at that time.

Special Event Permit (Ski Broncs Easter Egg hunt, April 19, 2025, 2 – 4 pm): Application for an Easter Egg hunt organized by the Loves Park Ski Broncs will also be brought to council through communications this evening. The layout accompanying the application follows the trunk or treat event hosted by the Ski Broncs last year. No member expressed concerns over approving this at that time.
