City of Rockford Finance & Personnel Committee met June 9.

A. Informational Only: Department of Commerce and Economic Opportunity (DCEO) Weatherization Health and Human Services (HHS) Grant Additional Funds in the amount of $55,000.00. The new total amount is $827,748.00. The grant does not require a cost match. The grant term is from June 1, 2025 to September 30, 2026. The additional funds are being used for equipment needed for the program.

B. Information Only: Department of Housing and Urban Development (HUD) Continuum of Care (COC) Rosecrance Consolidated Grant Additional Funds in the amount of $41,040.00. The new total amount of $202,459.00. The grant does require a 25% cost match in the amount of $50,614.75 which is covered by Rosecrance. The grant term is from June 1, 2025 to May 31, 2026. The grant funds will pay Rosecrance for approved clients' housing. The City of Rockford would retain $8,059.00 for administrative costs.

C. Informational Only: Notice of Emergency Repairs to East State Street Bridge in the amount of $35,747.29. The emergency repairs included storm sewer pipe and inlet repairs, slab replacement, curb and gutter repairs, and sidewalk repairs.

D. Quarterly Investment Report - March 31, 2025.

A. Approval of the vouchers in the amount of $11,587,620.04.

IV. RESOLUTIONS

A. Award of Bid: City Wide Street Repairs Group No. 5 - 2025 (Residential) to Rock Road Companies, of Rockford, Illinois in the amount of $2,300,643.22. The contract duration is through October 3, 2025. The funding source is the 1% Infrastructure Sales Tax.

B. Award of Bid: City Wide Pavement Preservation - Microsurfacing - 2025 to AC Pavement Striping, of Elgin, Illinois in the amount of $668,229.45. The contract duration is through August 1, 2025. The funding source is Motor Fuel Tax (MFT) funds.

C. Award of Joint Purchasing Contract: Pure Storage Upgrade to Insight Public Sector, of Tempe, Arizona in the amount of $152,315.21. The contract duration is five (5) years. The funding source is the Information Technology Fund.

D. Award of Joint Purchasing Contract: Legistar Agenda/Minute Software by Granicus to Carahsoft Technology Corporation, of Reston, Virginia in the amount of $100,353.77 (this includes one-time data conversion, training and implementation costs of $52,477.19). The contract duration is through September 15, 2026, with four (4) possible one-year extension options. Annual price adjustments for CPI considered at contract renewal only. The funding source is the Information Technology Fund Operating Budget.

E. Rejection of Bids/Solicit New Bids for FMLA Administration. Only two proposals were received and two were disqualified at opening due to documentation errors.
