Village of Rockton Budget & Finance Committee met May 6.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm.

Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer and Dave Winters

Staff present: Dan Barber, Dan Baumgartner, Tricia Diduch, Chief Hollinger and Atty Szeto (6:35 pm)

Also present: Dave Bennington

Absent: Jodi May

Motion by Mr. Danielson, second by Mr. Winters, to waive the reading of and approve the minutes of April 15, 2025. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $202,889.69.

MAYOR PETERSON

Mayor Peterson advised the Committee that the closing on the Goldie Floberg building is delayed another month and will be closing in June because they need to apply for a special use permit.

Mayor Peterson said that he has Draft #1 of the budget and that he would like everyone to review it for the next meeting. Mayor Peterson inquired about how the Village is going to show the reimbursement of the Ironman and Chief Hollinger advised that he can get a rough estimate along with Mr. Barber for the Public Works Department.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett stated that everyone has a hard copy of the draft budget and that she emailed it to everyone as well. Mrs. Bennett went over some of the changes with the Committee and advised that she is continually tweaking things.

Mrs. Bennett added that all of the payroll taxes (no matter what the department) were paid from the general fund along with all of the health insurance. Mrs. Bennett said that this year she separated water and sewer because the idea is those funds are collecting fees to pay their operating costs. Mrs. Bennett stated that IMRF, payroll tax and health insurance need to come from there and it’s roughly $180,000. Mrs. Bennett advised the Committee that this paved the way for the Village Administrator salary and the associated benefits with the position.

DAVE WINTERS, CHAIRMAN

Mr. Winters stated that Ordinance 2025-7: An Ordinance Amending Title III: Administration, Chapter 24, Taxation and Finance, Section 34.004 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Retailers’ Occupation Tax and Ordinance 2025-8: An Ordinance of the Village of Rockton, Illinois Implementing a Non-Home Rule Municipal Retailers’ Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax are up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

VILLAGE COLLECTOR, CONNIE KIEFFER

Ms. Kieffer stated that she is sending out liquor license renewal letters this month and that the old Lucky Dogs building is going to be opening as a new business.
