City of Carlyle Employee Concerns Committee met May 12.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order by Chairman Jim McClaren on Monday, May 12, 2025, at 6:15 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jim McClaren, Bruce Hilmes, and Tammy Peters. Others present included Jeremy Weh, Mike Jansen, John Hodapp, Scott Diekemper, Jeff Taylor (arrived at 6:21 p.m.), Chief Mark Pingsterhaus, Brad Myers, Mayor Judy Smith, and Rita Jurgensmeyer. 

Approval of Minutes

Alderman Bruce Hilmes made a motion to approve the minutes from the Employee Concerns Committee meeting on May 6, 2025. The motion was seconded by Alderman Tammy Peters and it was approved by voice vote. 

Update on Contract Negotiations

This was discussed during executive session. 

Police Chief Contract

There was no unfinished business.

New Business

There was no new business. 

Any Other Comment

There were no any other comments. 

Public Comments

There were no public comments. 

Executive Session

At 6:16 p.m. Alderman Bruce Hilmes made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity and  5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Alderman Tammy Peters seconded the motion, and it was approved by voice vote. At 6:46 p.m. the committee returned to the open session. Alderman Bruce Hilmes made a motion to take to the city council Chief of Police Mark Pingsterhaus’s raise. The first year he will receive $115,000.00. The second year he will receive $120,000.00. The third year he will receive $125,000.00, and the fourth year he will receive $130,000.00 Alderman Tammy Peters seconded the motion and it was approved by voice vote.

At 6:47 p.m. Alderman Bruce Hilmes made a motion to adjourn, Alderman Tammy Peters seconded the motion, and it was approved by voice vote.
