Village of Pecatonica Village Board met May 20.

Here are the minutes provided by the board:

Mayor Greg Jury called the meeting to order at 6:00 p.m.

Alderman John Jacobson opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Aldermen Doug Allton, Mike Owens, John Jacobson, Dan Jacobson, John Pruitt, Jim Thompson, Mark Peterson, Frank Laudicina, Robert Schlensker

Absent: Alderman Clint Little

Also Present: City Clerk Bob Burden

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of May 5, 2025, were approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina, Schlensker) 1 Absent (Alderman Little)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. CITY OFFICES CLOSED

Mayor Jury announced that City offices will be closed on Friday, May 23 and Monday, May 26, 2025 in observance of Memorial Day.

4. GARBAGE PICKUP DELAYED

Mayor Jury announced that garbage pickup will be delayed the week of May 26, and will be picked up on May 31, 2025.

5. CITY HALL PARKING LOT TO BE RESEALED

Mayor Jury announced that the city hall parking lot will be resealed over the Memorial Day weekend (weather permitting).

6. THANK YOU TO FINNEGAN’S FOR DONATION

Mayor Jury thanked Finnegan’s for their donation to the K9 team of the Loves Park Police Department.

7. LETTER OF RESIGNATION

Received a letter of resignation from Loves Park Police Officer Artis Taylor, effective May 16, 2025. Placed on file.

8. THANK YOU NOTE

Received a thank you note from the Transition Planning Committee, thanking the city for use of the gymnasium for their resource fair for individuals with disabilities on May 13, 2025. Placed on file.

9. THANK YOU LETTER

Received a thank you letter from Keep Northern Illinois Beautiful, for a sponsorship of their annual Earth Day Banquet. Placed on file.

10. THANK YOU LETTER

Received a thank you letter from the Loves Park Ski Broncs for the City’s donation to their shoreline improvement and dock construction project at Shorewood Park. Placed on file

11. SPECIAL EVENT PERMIT FOR WOODWARD

Received a Special Event Permit application from Woodward to have a 5K Family Fun Run on a portion of city streets, on Sunday, June 22, 2025, from 1:00 p.m. to 4:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application for Woodward to have a 5K Family Fun Run on a portion of city streets, on Sunday, June 22, 2025, from 1:00 p.m. to 4:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

12. COMMISSION HEARING

Received a notice from the Illinois Commerce Commission of hearings regarding Northern Illinois Gas Company, to be held on May 22, and May 23, 2025, via WebEx. Placed on file.

13. APPROVE PAYMENT OF BILLS

Alderman John Jacobson presented the General Fund and all other bills dated May 19, 2025, in the amount of $822,192.46 and moved that they be paid. Second by Alderman Peterson. 15. WATER FUND BILLS

Alderman John Jacobson presented the Water Department bills dated May 19, 2025, in the amount of $399,806.30, and moved that they be paid. Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina, Schlensker) 1 Absent (Alderman Little)

22. APPOINTMENT OF NATE BRUCK

Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that Mayor Jury is authorized to appoint Nate Bruck, to serve as the City of Loves Park’s representative on the Northern Illinois Land Bank Authority Board of Trustees, this appointment will have a term ending on May 19, 2028. Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina, Schlensker) 1 Absent (Alderman Little)

RESOLUTION NO. 25-044

23. PUBLIC WORKS TO HIRE IMEG

Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that that the Public Works Director is authorized to hire IMEG for the City Wide ADA Sidewalk Transition Plan at a cost not to exceed twenty-two thousand four hundred ninety dollars ($22,490.00). Funds will be taken from Account No. 01-01-6291 (General Administration). Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina, Schlensker) 1 Absent (Alderman Little)

RESOLUTION NO. 25-045

24. STATE OF ILLINOIS INTERGOVERNMENTAL AGREEMENT

Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the Mayor is authorized to sign as intergovernmental agreement with the State of Illinois for maintenance of IL251/North 2nd Street within Loves Park as defined in the attached agreement, effective 07/01/25 through 06/30/35. Reimbursements under this agreement are received from the State quarterly. Second by Alderman Peterson. RESOLUTION NO. 25-046

25. FIRE DEPARTMENT TO PURCHASE SOFTWARE

Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the Loves Park Fire Department, Chief James Hart, is authorized to purchase replacement report management software from First Due. This software is essential for documenting all incident responses, and it also supports tracking of department training, pre-incident planning, inspections, vehicle maintenance, inventory management, streamlined ambulance billing, and scheduling. The initial purchase cost is $42,030.00, with an annual subscription renewal fee of $36,280.00. Funds to be taken from Account No. 01-12-8655 (Computers & IT). Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina, Schlensker) 1 Absent (Alderman Little)

RESOLUTION NO. 25-047

26. ADJOURNMENT

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Allton. Motion carried by voice vote. The meeting was adjourned at 6:12 p.m.
