Mayor Greg Jury called the meeting to order at 6:01 p.m.
Alderman Mike Owens opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of May 19, 2025, were approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Alderman Thompson of the Codes and Regulations Committee moved to approve a Special Event Permit request for Hidden Treasures Mall and Antiques, 6329 N. Mayor Jury announced that the Lights and Ladders event will be held on June 5, 2025 on City Hall Festival grounds from 6:00 p.m. to 8:00 p.m.
9. RIBBON CUTTING
Mayor Jury announced that a ribbon cutting ceremony will be held at Bufalo Laundromat, 6202 Forest Hills Road, on June 16, 2025 at 1:30 p.m.

Alderman John Jacobson moved to approve the reappointments of Conrad Lantz to the Police Pension Board; Catherine Nelson to the Zoning Board of Appeals; and Nathan Kutz to the Zoning Board of Appeal. Second by Alderman Owens. Motion carried by voice vote.
24. SECOND STREET REDEVELOPMENT PROJECT
Alderman John Jacobson presented the following Resolution dedicating certain property of the City of Loves Park within the North Second Street Redevelopment Project Area to become part of the right of way of Loves Park. WHEREAS, the City of Loves Park, Boone and Winnebago Counties, Illinois (“City”), is a duly constituted, organized and validly existing municipality within the meaning of Section 1 of Article VII of the 1970 Constitution of the State of Illinois, and is operating under the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended; and WHEREAS, the City has duly established a redevelopment project area known as the North Second Street Redevelopment Project Area (“Project Area”) under the provisions of the Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-1 et seq. (“Act”); and WHEREAS, the City is undertaking a redevelopment project for the improvement of North Second Street (“Streetscape Project”) and the Streetscape Project incorporates certain real properties owned by the City; and WHEREAS, pursuant to the Illinois Highway Code, 605 ILCS 5/202, the City desires that certain portions of the real property to which it is titleholder, and which real property is being used as part of the Streetscape Project, be dedicated to public use as a right of way owned and maintained by the City; and WHEREAS, the real properties owned by the City which are to be dedicated to right of way are legally described and depicted in Exhibit A, Exhibit B, and Exhibit C (collectively “Exhibits”), all of which are attached hereto and incorporated herein; and WHEREAS, the City has determined the dedication of real property it owns to a public purpose as a right of way is in the best interests of the City and is in the furtherance of redeveloping the Project Area. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Loves Park, Illinois, that by the adoption of this Resolution, that the City hereby agrees:
1. The above recitals are hereby incorporated into this Resolution as if fully stated herein.
2. The City dedicates the real properties legally described and depicted in the attached Exhibits to become part of the right of ways adjacent to the real properties, all of which will be owned and maintained by the City.
3. That the dedication to right of way shall be accomplished by the recording of a dedication deed in the office of the County Recorder of the County of Winnebago, State of Illinois.
4. That the Mayor is authorized to sign any documents necessary to effectuate the dedication.
5. This Resolution will be in full force and effect from and after its passage, approval, and publication in pamphlet form in the manner provided by law.
