2. Committee recommends approval of a Funding Agreement with Miracle Mile Rockford in the amount of $30,000.00 of TIF funding through the East State and Alpine TIF District to support their 2025 Workplan. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends sustaining the Traffic Commission's approval for a restriction that will require traffic on Mary Court to yield prior to entering the intersection with Martha Avenue. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends sustaining the Traffic Commission's approval to repeal the “One-Way Street” designation on Columbia Avenue from 11th Street to 12th Street. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends sustaining the Traffic Commission's approval for a “No Parking Any Time” restriction on the south side of Columbia Avenue from 11th Street to 12th Street. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends sustaining the Traffic Commission's approval for a “No Parking Any Time” restriction on the north side of Herbert Avenue from 11th Street to 12th Street, thus repealing the "2-Hour Parking" restriction on the north side of Herbert Avenue from 12th Street to 1/2 block west of 12th Street. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends sustaining the Traffic Commission's approval to repeal the “2-Hour Parking” restriction on the south side of Herbert Avenue from 11th Street to 12th Street. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends approval of the request for an Honorary Street Name Change on Johnston Avenue, renaming a portion from West State Street to Jefferson Street “Carl E. Ponds Way” in honor of Mr. Carl E. Ponds, founder of Ponds Funeral Home. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends approval of the revision to the Intergovernmental Agreement for Environmental Services with Rockford Housing Authority. The Legal Director shall prepare the appropriate ordinance.

10. Committee recommends sustaining the Zoning Board of Appeals' approval for a:

a. Pre-Annexation Agreement with a Zoning Map Amendment from County IL to City I-1, Light Industrial Zoning District;

b. Special Use Permit for the installation of a solar farm (freestanding solar panel racks and solar panels) for proposed Lot 2; and

c. Zoning Map Amendment from County IL to City C-3, General Commercial Zoning District for proposed Lot 3 at 4075 Kilburn Avenue (Gambrel Solar, LLC for FP Development, LLC/Applicant).

12. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a mural on the south side building wall in a C 4 Urban Mixed-Use Zoning District at 602 North Madison Street (Becky Haddad for Mary’s Place/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

13. Committee recommends sustaining the Zoning Board of Appeals' approval for a:

a. Zoning Map Amendment from C-1 Limited Office Zoning District to R-3 Multi-Family Residential Zoning District; and

b. Special Use Permit for a Planned Unit Development for four (4) three-units and three (3) four-units in an R-3 Multi-Family Residential Zoning District at 5918 Elaine Drive (Welcome Home Residency, Inc./Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

14. Committee recommends sustaining the Zoning Board of Appeals' approval for a Variation to reduce the sight-triangle setback from the required 20 feet to 18 feet in a C-2 Limited Commercial Zoning District and C-3 General Commercial Zoning District at 7475 East State Street (Smart Signs, Inc. for Machine Shed, LLC). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

15. Committee recommend sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a Planned Unit Development consisting of sixty-eight (68) single-story duplexes, sixty (60) two-story duplexes and fifty-two (52) two-story four-unit buildings (for a total of 180 units) in a C-2 Limited Commercial Zoning District at 6507, 6557, 6597, 65xx, 6640, 6660, 66xx, 6730, 6770, 6783, and 6819 Fincham Drive, 886 and 891 White Chapel Lane, 6785 Mill Road, and 9xx Highgrove Place (FLVS, LLC for AC Johnston/William Charles Real Estate Investment, LLC/Applicant).

16. Committee recommends sustaining the Zoning Board of Appeal's approval for a:

a. Zoning Map Amendment from C-2 Limited Commercial Zoning District to R-2 Two-Family Residential Zoning District; and

b. Special Use Permit for a Planned Unit Development consisting of five (5) two-family structures in an R-2 Two-Family Residential Zoning District at 4528 Nevard Boulevard (Corral Dyn, LLC/Applicant).

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

17. Committee recommends denial of the Sale of Tobacco Products in conjunction with a neighborhood deli market and grocery store in a C-4, Urban Mixed-Use Zoning District at 321 7th Street (Mahmud Said Zatar/Olivo Deli Market, Inc. dba Olivo Deli Market/Applicant), thus reversing the Liquor and Tobacco Advisory Board's recommendation for approval.

18. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for:

a. The Sale of Liquor by the Drink (Class NG-L); and

b. Packaged Liquor Sales (Class PKG) in conjunction with a restaurant, bar and an outdoor seating area in a C-4, Urban Mixed Use Zoning District at 519 East State Street (Paul Sletten/Harvey Wallbangers, LLC dba Harvey Wallbangers/Applicant).

Subject to conditions. The Legal Directors shall prepare the appropriate ordinance.

19. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink (Class L50) in conjunction with a bar and grill and video gaming terminals in a C-4, Urban Mixed-Use Zoning District at 620 Market Street (Tyler Smith/Rue Marche, Inc. dba The Rue Marche/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

20. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink (Class NGL) in conjunction with a sit-down restaurant in a C-2, Limited Commercial Zoning District at 6905 East State Street (Doug Banks/Wesley Banks/Tyler Bauscher/Nick Rufenacht/Midwest RT, LLC dba Rusty Taco/Applicants). 21. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the

24. 5801 Columbia Parkway

Liquor and Tobacco Advisory Board recommends approval for the Modification of an Existing Liquor License for 40% stock transfer in a C 3, General Commercial Zoning District at 5801 Columbia Parkway (Diego Cervantes Guzman/Luis Montes-Ceaca/Santos Ocelotl/ROS V, LLC/Harrison Marketplace LLC dba Macianos Pizza & Pastaria/Applicants).

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $8,673,695.84 as approved at the Finance and Personnel Committee meeting held on June 23, 2025.

2. Committee recommends approval of the retention of the 1% Grocery Tax to be implemented by local ordinance. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of the request for funding in the amount of $23,168.14 pursuant to the 2020 Amended and Restated Intergovernmental Cooperation Agreement for Assessment Complaint Intervention. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval for the addition of the city-owned property located at 319 Heath Street (PIN: 11-27-407-023) to the city's Mow-to-Own Program. The Legal Director shall prepare the appropriate ordinance.

5. Request to Purchase: Head Start classroom materials from Discount School Supply in the amount of $94,999.44. The materials will be used to set up three (3) new Head Start classrooms at the Parent and Child Education Center at the Fairgrounds Site. The funding source is Head Start Grant (No. 05CH012221).

X. MOTIONS AND RESOLUTIONS

A. Planning and Development Committee

1. Committee recommends approval of the City of Rockford Residential Antidisplacement and Relocation Assistance Plan.

2. Committee recommends approval of a policy to establish a city-wide framework to reduce food insecurity in Rockford by designating funding and improving access to healthy, affordable and culturally appropriate food.

B. Code and Regulation Committee

1. Committee recommends denial of the request for authorization to allow the Zoning Officer to file a Text Amendment to remove the Special Use Permit option for Residential Storage Warehouse in C-3 and C-4 Zoning Districts. (LAID OVER JUNE 16, 2025)

C. Finance and Personnel Committee

1. Committee recommends approval of the Award of RFP: Head Start Transportation Services to First Student Inc., of Aurora, Illinois in the not to exceed annual amount of $546,762.00. The contract duration is one year with two (2) possible one-year extension options, pending funding availability. Annual price adjustments for CPI considered at contract renewal only. The funding source is Head Start Grant.

2. Committee recommends approval of the Award of Joint Purchase Contracts: City-Wide Heavy Duty Fleet Purchases to Lakeside International, of Rockford, Illinois and Bergkamp Inc., of Salina, Kansas in the amount of $1,285,167.00. This is a one-time purchase. The funding sources are Capital Lease Funds: Street Division and Water Fund Capital Budgets.

3. Committee recommends approval of the Award of Joint Purchase Contract: Cellular Service to T-Mobile, of Bellevue, Washington in the estimated annual amount of $500,000.00. The contract duration is one year from date of award, with four (4) possible one-year extension options. The funding source is Various Department Operating Budgets.

4. Committee recommends approval of the Award of Non-Competitive Contract - City Yards Lighting Retrofit 2025 to BP Contractors Corp., of Glenview, Illinois at no cost to the City (the estimated total amount without incentives is $106,465.92). The contract duration is through December 31, 2025. The funding source is the ComEd Energy Efficiency Program.

5. Committee recommends approval of the Change Order: Firewall Replacement and Upgrades to Sayers Technology, of Vernon Hills, Illinois.

Original Amount: $234,497.75

Change Order: $ 51,821.80

Amended Amount: $286,319.55

The change order includes support of newly added equipment that has been deployed within the City’s network environment. The funding source is the Information Technology Fund Operating Budget.

6. Committee recommends approval of the Engineering Agreement: 9th Street Two-Way Conversion Phase 2 to TranSystems, of Schaumburg, Illinois in the amount of $1,994,350.00. The contract duration is through 2026. The funding source is Motor Fuel Tax (MFT) funds.

7. Committee recommends approval of the resolution authorizing payment to Alignment Rockford in the amount of $25,000.00 in support of Public School Strategies.

8. Committee recommends approval of the extension of the Illinois Housing Development Authority (IHDA) - Strong Communities Program (SCP) Round 2.0 Grant to November 14, 2026 and acceptance of an additional $76,000.00 in IHDA grant funds. The grant does not require a cost match. The funds will be used to cover the costs associated with the demolition of substandard residential properties.

9. Committee recommends approval and acceptance of the Illinois Department of Human Services (IDHS) Homeless Prevention Grant Award in the amount of $1,110,414.00. The grant does not require a cost match. The grant term is from July 1, 2025 to June 30, 2026. The grant award, if accepted, will provide rent and utility payments and budget education for approved clients, staff training, payroll and administration costs.

4. An ordinance approving the purchase of Head Start classroom materials from Discount School Supply in the amount of $94,999.44. The materials will be used to set up three (3) new Head Start classrooms at the Parent and Child Education Center at the Fairgrounds Site. The funding source is Head Start Grant (No. 05CH012221).
