Mayor Peterson called the meeting to order at 7:00 pm.

APPROVAL OF MINUTES
Motion by Mr. Winters, second by Mr. York, to waive the reading of the June 3, 2025 Village Board meeting minutes. All ayes. Motion approved 6-0.

PUBLIC HEARING IN REGARDS TO THE APPROPRIATION OF FUNDS FOR THE OPERATION OF THE VILLAGE OF ROCKTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING JUNE 1, 2025 AND ENDING MAY 31, 2026
Mayor Peterson opened the public hearing at 7:01 pm. Hearing no questions or comments, Mayor Peterson closed the public hearing at 7:02 pm.

Motion by Mr. Winters to approve Resolution 2025-112: Approval of Design Review for 112 W. Main St., second by Mr. York. Roll call. All ayes. Motion approved 6-0.
Motion by Mr. Winters to approve Ordinance 2025-14: Approval of a Variation for Maximum Fence Height in the Street Side Yard Setback from 4 Feet to 6 Feet for 603 Center St., second by Mr. York. Roll call. All ayes. Motion approved 6-0.
Motion by Mr. Winters to approve Ordinance 2025-15: Amending Section 152.240(B)(1)(e) Commercial Retails District Sign Regulations of the Village of Rockton Code of Ordinances, second by Mr. York. Roll call. All ayes. Motion approved 6-0.
Motion by Mr. Winters to approve Ordinance 2025-18: An Ordinance of the Village of Rockton, Illinois Approving Special Liquor License Provisions in Downtown Rockton on June 22, 2025 for the Rockford IRONMAN Triathlon, second by Mr. York. Roll call. All ayes. Motion approved 6-0.
PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS
Mr. Winters shared the Rockton Police Department activity summary from June 1st -15th with the Village Board.
ADMINISTRATION – MR. YORK

WATER, SEWER, AND GARBAGE – MR. UNGER
Motion by Mr. Unger to approve the purchase requisition for Ferguson Waterworks for two fire hydrants in the amount of $8,322.86, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.
Motion by Mr. Unger to approve the purchase requisition for Core & Main for Ally water meters with couplings in the amount of $11,844, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.
COMMUNITY DEVELOPMENT – MRS. DOERFLINGER
None.
BUILDINGS AND PARKS – MR. BAUMGARTNER
Mr. Baumgartner thanked the Village employees for their hard work at Old Settlers Days (OSD).
STREETS AND WALKS – MR. BENNINGTON
Motion by Mr. Bennington to approve the low bid for Bristlewood Court with Rock Roads Company in the amount of $154,037.95 (contingent upon any bid protesting), second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.
EXECUTIVE SESSION
Motion by Mr. Winters to adjourn from regular session at 7:11 pm and go into executive session pursuant to 5 ILCS 120/2(c)(1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees, second by Mr. York. All ayes. Motion approved 6-0.
Mayor Peterson called the Village Board meeting back to regular session at 7:32 pm. Roll Call. All Village Board members were present.
ACTION ON ITEMS ARISING OUT OF EXECUTIVE SESSION
None.
UNFINISHED BUSINESS
Ms. Diduch stated that the IRONMAN Rockford Spectator Party will be held from 8 am until noon in Downtown Rockton. Ms. Diduch added that the shredding event will be held at Goldie Floberg from 9-11 am on Saturday
NEW BUSINESS
None.
PAYMENT OF BILLS
Motion by Mr. Winters, second by Mr. York, to pay bills in the amount of $303,110.76. Roll call. All ayes. Motion approved 6-0.
