Village of Rockton Administration Committee met June 16.
Here are the minutes provided by the committee:
Mr. Winters called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Sarah Doerflinger and Dave Winters
Staff present: Dan Barber, Sally Bennett, Tricia Diduch and Chief Hollinger
Absent: Justin York
Motion by Mrs. Doerflinger, second by Mr. Winters to waive the reading of and approve the minutes of June 2, 2025. All ayes. Motion approved 2-0.
PUBLIC COMMENT
None.
MAYOR – JOHN PETERSON
Mayor Peterson stated that the public works and police department did a great job at Old Settlers Days (OSD).
ADMINISTRATION – JUSTIN YORK
None.
COMMUNITY DEVELOPMENT – SARAH DOERFLINGER
Motion by Mrs. Doerflinger to approve the payment for Visit Beloit (annual service agreement) in the amount of $5,000, second by Mr. Winters. Roll call. All ayes. Motion approved 2-0.
PUBLIC SAFETY & LEGAL – DAVE WINTERS
Mr. Winters stated that Ordinance 2025-18: An Ordinance of the Village of Rockton, Illinois Approving Special Liquor License Provisions in Downtown Rockton on June 22, 2025 for the Rockford IRONMAN Triathlon is up for approval at the Village Board meeting on June 17, 2025. Ms. Diduch stated that this is just for Sunday during the IRONMAN Triathlon and that she isn’t sure what to expect as far as attendance for the event. Chief Hollinger stated that 9-11 am will be the busiest when the bikes are coming through town. Ms. Diduch added that there will be port-o-pottys and a few food trucks set up in Settlers Park. The Committee was okay with this.
THE CHIEF– MATT HOLLINGER
Chief Hollinger advised the Committee that the Village received the permit for the IRONMAN Triathlon to temporarily close Highway 75.
Chief Hollinger added that OSD went very well. Chief Hollinger said that it’s a lot of work, but there were plenty of good security staff along with the drone to help monitor the festival.
Chief Hollinger stated that Verkada is coming tomorrow to install the security camera in the server room.
Mr. Barber commented that the Village received a $92,000 disbursement check in regard to the PFAS lawsuit that they filed a claim for. Mr. Barber stated that he and Mrs. Bennett are going to attend a webinar that is being hosted by the law firm about how to receive the other disbursements from the settlement. Mr. Barber said that the $92,000 is 20% of what the Village will receive.
PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH
Ms. Diduch stated that she just finished editing the new Downtown Rockton map that she will have available soon.
Ms. Diduch said that she’s had a very busy week with planning and zoning and that the resolution for the Verizon sign will be up for approval at the Village Board meeting on June 17, 2025. Ms. Diduch stated that
they found a pathway for this, but that we will need to take a look at the Village’s signage code and make revisions.
Ms. Diduch added that she has been working with Mrs. Doerflinger on downtown business stuff and that she has a lot of really good ideas.
Ms. Diduch stated that she is still working on developing the Sonoco property and that she had promising discussions with a local developer regarding the property.
