City of Rockford Community Action Agency Executive Committee met June 17.

II. ACTION ON MINUTES 

1. Approval of Minutes from the Meeting held on May 20th, 2025.

III. GENERAL INFORMATION 

A. Community Action Board Training & Onboarding 

1. Staff met with the two new board member appointees: Ald Jaime Salgado and Ald Dawn Granath. The meetings were positive and educational. Discussion was focused on Community Action and the work it does for the community.

2. It’s been sometime since the last training board. There have been changes at the federal level. What is asked of the board members needs to be changed. The training would outline expectations.

3. Jeremiah Griffin complimented previous online training sessions. He indicated they were helpful.

a. Jeremiah Griffin also went on to say it’s important for CAA Board members to also join other boards.

B. Contingency Plan Update 

1. Staff explained the Health & Human Services Supplemental Funding Committee and its objectives. The committee was created to find solutions for potential funding changes at the federal level.

a. That committee will meet again sometime this summer.

C. Head Start Update

1. Head Start staff reported changes to the partnerships with Hand-n Hand and the YMCA. Head Start will no longer be working with either of those programs. That is a result of Smart Start grant guidelines. Recipients of the grant can only utilize CCAP (Child Care Assistance Program) or private funds.

a. Head Start programs across Illinois are working with legislators to do a rule change.

2. Changes in the partnerships has created a need for more space for Head Start children. Staff are working on solutions for the upcoming school year.

D. Community Services Update 

1. Community Services staff indicated CSBG Q3 and Q4 funds have been released to the State.

2. LIHEAP has $384,000 remaining. Spending rate has been approximately $55,000 per day.

3. The CSBG Scholarship program has new guidelines.

E. Community Action Board Officer Elections 

1. The CAA Board currently does not have a President and Vice President. An election will need to take place to choose them.

Members of the Executive Committee will need to act as the temporary President and Vice President until they are chosen.

2. The election will take place in the next Community Action Agency Board Meeting on July 15.

IV. OFFICER REPORTS 

A. Jeremiah Griffin discussed events coming up. Starting on June 18th, Northwest Neighbors is hosting five different churches who are having a neighborhood event that will include food and fun activities. This will occur every week in June and July.

1. Additionally, there is a Bible Camp taking place from June 23 to 24.

2. A free basketball camp is taking place from July 7 to July 10.
