D. District Celebrations
1. Sarah J. Ames Mural
During the Heritage Days celebration, the Boone County Arts Council dedicated its newest down-town mural that honored the life and legacy of Sarah J. Ames, who became chief deputy sheriff of Boone County in 1891, and considered to be a ground-breaking figure in Boone County's history.
The mural is located at 109 N State Street and was created by our very own Everest Satellite High School Principal, Mike LaScola.
2. Board Shout Outs
Description: The following people have been nominated by their peers for going above and beyond in District 100! Thank you all so much for continuing to send in your shout outs to recognize our outstanding staff here in D100.
• Melissa Reyes, CO - Melissa Reyes has been awesome to work with on some of these hiring scenarios. She is still reaching out to different companies and trying to find me an EL
Candidate and I was just on a call with her about a Careers teacher and she went and pulled his file and reviewed it right then and gave me an answer. I appreciate her timeliness and how thorough she is. Finally, I feel almost helpless with trying to find an EL Teacher, like I can't pull one out of this air, but she is continuing to work on it! 3. Personnel Report
Background: Policy 5.30 requires the Superintendent to make hiring recommendations to the Board of Education. Policy 5.200 requires the Superintendent to make dismissal recommendations to the Board of Education.
4. Financial Reports
Policy 4.10 requires the Superintendent or designee to supply monthly financial reports. Included in this report are year-to-date and month-to-date revenue and expenditure reports, fund balance report, investment report, and grant payments.
5. Bills
Background: Policy 4.50 requires the Superintendent or designee to supply monthly due and payable bills. Included in this report are:

6. Excess Property Disposal - Band (SMS)
Policy 4:80 requires the Board of Education to approve the disposal of District Property. South Middle School seeks approval to dispose of band instruments and equipment that are no longer functional and beyond repair.
Recommendation to the Board to approve.
7. Excess Property Disposal - Athletics BHS
Policy 4:80 requires the Board of Education to approve the disposal of District Property. Belvidere High School seeks approval to dispose of athletic equipment and property that are no longer used.
Recommendation to the Board to approve.
8. Excess Property Disposal - Social Studies Curriculum (BNHS) Policy 4:80 requires the Board of Education to approve the disposal of District Property. Belvidere North High School seeks approval to dispose of social studies resources that are no longer supported or used for instruction.
Recommendation to the Board to approve.
9. School Improvement Plans
The State (ISBE) has requested updates to the School Improvement Plans that were submitted by the schools that have received a Summative Designation of Targeted or Comprehensive. All of these plans have previously been approved by the School Board. We are seeking approval on the revised plans.
Administration recommends approval of the SI Plans.
10. Ballot for the Executive Board of Subregion, IL, Northwestern Illinois Association
District 100 is a member of the Northwestern Illinois Association (NIA), which is a special education cooperative providing services to multiple schools in approximately 10 countries in northern Illinois.
We use NIA for Occupational Therapy, Physical Therapy, Orientation and Mobility, Audiology, Vision, and Hearing Services.
As members of the cooperative, District 100 is asked to approve the subregion ballot for NIA's board elections.
The Superintendent recommends the approval of the subregion ballot for NIA's board elections for the District Administrator and Member-At-Large listed.
11. Destruction of Closed Session Recordings
Policy 2:220 requires the Superintendent or designee to destroy audio recordings of closed meetings older than 18 months provided the board has approved (1) their destruction, and (2) there are minutes of the particular closed meeting.
Destruction of closed session recordings to be destroyed include the following:
• July 2023 - December 2023

12. Executive Session Minutes to be Released to the Public Policy 2:220 requires at least semi-annually in an open meeting, the Board: (1) reviews minutes from closed meetings that are currently unavailable for public release, and (2) decides which, if any, no longer require confidential treatment and are available for public inspection.
Approve the recommendation from Attorney Dauksas regarding the release of listed Executive Session Minutes.
13. Overnight Field Trip Request
Background: Policy 6:240 requires student activities involving travel in which the trip will require an overnight stay to receive Board approval, at a minimum of one month, prior to the field trip. Included in this report are such activities.

Background: Policy 8:80 requires individuals to obtain a pre acceptance commitment from the Board of Education for any fundraising attempt identifying the District or any school as a beneficiary if the gifts will exceed $1000. H. Roll Call Action Items
1. Belvidere Education Support Team Agreement 2025-2028 The Belvidere Education Support Team and the District Team comprised of administrators and members of the Board met over a course of several months to arrive at a tentative agreement. Topics included New Personnel, Evaluations, Professional Development, Normal Workdays, Enhancements and Longevity, and Compensation. The new contract is attached.

2. Designation of Individual to Prepare Tentative Budget FY26
Approval of the Resolution identifying Ms. Armstrong, CFO/COO & Treasurer, as the individual designated to prepare the tentative budget for FY26.
3. Cell Phone & Electronic Device Use Policy
Our strategic plan goal two specifically looks at the importance and impact of the learning environment on student achievement and well being. The rise in student cell phone and electronic device use during the school day is impacting attention, engagement, and social emotional well-being in classrooms across the country. As educators, it's critical that we examine how these devices affect learning environments and relationships—and develop a clear, consistent approach that puts student success first.
Over the last six weeks, a research study team of administrators, staff, parents, and students from all school levels worked together to create a Cell Phone/Electronic Device Use policy. The policy was formed by research, and feedback from staff, parents, students and the community to align with our values, and is responsive to the real challenges and opportunities technology presents in our schools.
Core Principles of the Policy:
Consistency Across Classrooms and Schools
• Expectations are not determined at the individual classroom level. This removes pressure from staff, increases fairness, and ensures clear enforcement.
Developmentally Appropriate Guidelines
• Rules vary by level (elementary, middle, high) and consider differences in environment (e.g., hallways, lunchrooms).
Focus on Student Wellness
• The policy centers on supporting student attention, social emotional development, and relationships—and helps students build healthy digital habits.
The administration recommends the Board approve this policy for the start of the 25-26 school year.
4. Bilingual Handbook
The purpose of the Multilingual Handbook is to offer guidance and provide a centralized location of tools and resources that support educators working with multilingual learners.

1. Facilities Master Plan Discussion
Nexus will present an updated overview of D100's facilities planning and budgeting work. The goal is confirm and fine-tune the scope and cost of upcoming projects, making sure they reflect today's construction market and support the district's long-term goals. Since the original estimates were based on 2023 data, the Nexus team has adjusted and moved toward a more comprehensive budgeting approach that looks at the full picture.
The presentation also introduces a planning tool, Facility Improvement Measure Summary (FIMSum), that helps prioritize projects, align them with discount needs, and support financial decision-making. The work is being organized in phases, starting with infrastructure and safety improvements, with future phases focused more in educational programming. Importantly, the first phase is expected to move forward without any increase in taxes.
The plan included a clear timeline for community input, board decisions, and construction, with transparency and alignment at the center of the process.
