City of Carlyle City Council met June 23.

The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Scott Diekemper was absent.
City employees present were Chief of Police Mark Pingsterhaus, Andy Wennerstrom, Keith Housewright, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson and Corey Johnson.
Alderman Jeff Taylor made a motion to approve the June 9, 2025, minutes. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $20,000.00, Fund 4 Police for $60,000.00, Fund 19 Social Security for $20,000.00, Fund 20 Library for $20,000.00, and Fund 27 Parks for $70,000.00, for a total of $190,000.00. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Mayor Judy Smith reported that we are in the water break season and she wants to advise people if they see the guys working on a water break to please try to avoid the area. Also, if you see them out in the heat feel free to offer them a bottle of water.
Mayor Smith also commented that the Clinton County Fair Parade is coming up on July 14th. The fireworks are this Saturday night. The Dam Jam is this weekend.
Keith Housewright reported for the library saying that the summer reading program is picking up again this week. This Thursday Mad Science from St. Louis will be at the library.
Alderman John Hodapp made a motion to reappoint Angie Redeker, Tom Frerker, and Stephanie Wilton to the Library Board for a three-year term. Alderman Jim McClaren seconded the motion and it was approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Jeremy Weh. Nay: none.
Mayor Judy Smith reported for the Economic Development Committee. She said that she has lost three members on the committee and asked the aldermen to review the ordinance. She said there needs to be something done about it. Mayor Smith answered questions concerning the Economic Development Committee.
Mayor Judy Smith said that the Christmas Ladies have asked for a $3,000.00 donation for Christmas in Carlyle. This has gone through the Finance Committee, and it was approved and sent to the city council.
Alderman John Hodapp made a motion to approve the donation of $3,000.00 to the Christmas Ladies. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Mayor Judy Smith asked for a motion to move the July 14th city council meeting to July 15th because the Clinton County Fair Parade is on July 14th.

The next agenda item was the approval of the quote for the turbidimeters.
Alderman Jeff Taylor made a motion to approve the quote from Swan Analytical Instruments for five turbidimeters in the amount of $26,200.00. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
The next agenda item was the approval of the quote for filter media.
Alderman Jeremy Weh made a motion to accept the quote from Kurita for filter media in the amount of $10,800.00. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Mayor Judy Smith said the next item on the agenda, IDOT Project, should be continued until the next meeting because Kyle Berry has some concerns about the verbiage of this contract and he is held up at a water break, otherwise he would have been here. Mayor Smith said they want to make us responsible once you get to the curbs and the drainage system. This needs to be reviewed.
Alderman John Hodapp made a motion to continue the IDOT Project. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Mayor Judy Smith asked that the next agenda item, water, and sewer contract, be continued. She said they got the contract back from the union and one little section is missing. Alderman Bruce Hilmes said that he has another question that he wants to ask City Administrator Brad Myers. He also asked Mayor Smith to send it to all the council members so they have a chance to look at it before approving it.
Alderman Jeremy Weh made a motion to continue the water and sewer contract. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Alderman Jim McClaren said the Employee Concerns Committee interviewed Noah Miller tonight for the Water Department Night Shift Operator position and they recommended hiring Noah Miller.
