The Chair, Alderperson Wilkins, called the meeting to order at 5:35 p.m.

II. INVOCATION 

Chaplain Ken Hendley gave the invocation. Alderwoman Wilkins led the Pledge of Allegiance.

III. PUBLIC SPEAKING 

1) Prophet Yusef quoted scripture and discussed how you can help yourself.

2) John Tac Brantley discussed the current presidential administration, ice raids and police in the community.

3) Denzil Wynter had questions for the Mayor regarding a recent police interaction.

4) Joseph Spangenberg spoke about an incident at an abandoned parking lot that took place.

IV. COMMITTEE REPORTS 

1. Approval of a Funding Agreement with Miracle Mile Rockford in the amount of $30,000.00 of TIF funding through the East State and Alpine TIF District to support their 2025 Workplan. 

Alderman Salgado made a motion to approve. Alderwoman Meeks seconded. There was no discussion. MOTION PREVAILED 3 TO 0 by voice vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Janessa Wilkins, Gina Meeks, Jaime Salgado

ABSENT: Tim Durkee, Karen Hoffman

2. Approval of a Funding Agreement with Midtown District Association in the amount of $30,000.00 of TIF funding through the Midtown TIF District to support their 2025 Workplan.

Alderwoman Meeks made a motion to approve. Alderman Salgado seconded. After discussion, MOTION PREVAILED 3 TO 0 by voice vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

V. RESOLUTIONS 

1. Approval of the City of Rockford Residential Antidisplacement and Relocation Assistance Plan. 

Alderman Salgado made a motion to approve. Alderwoman Meeks seconded. There was no discussion. MOTION PREVAILED 3 TO 0 by voice vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

2. Approval of a policy to establish a city-wide framework to reduce food insecurity in Rockford by designating funding and improving access to healthy, affordable and culturally appropriate food. 

Alderman Salgado made a motion to approve. Alderwoman Meeks seconded. After discussion, MOTION PREVAILED 3 TO 0 by voice vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

VI. ADJOURNMENT 

Alderman Salgado made a motion to adjourn. Alderwoman Wilkins seconded the motion. MOTION PREVAILED by unanimous voice vote. The meeting adjourned at 6:05 p.m.
