Mayor Greg Jury called the meeting to order at 6:00 p.m.
Alderman Clint Little opened the meeting with an invocation, followed by the Pledge of Allegiance.

The Journal of Proceedings for the regular meeting of June 16, 2025, were approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Received a Special Event Permit application from the Warrior Foundation to hold an Endurance/Fitness Fundraiser at Peak Fitness on August 29-30, 2025. Referred to Alderman Thompson of the Codes and Regulations Committee.
6. KIWANIS BRAT DAYS
Mayor Jury announced that Kiwanis Brat Days will be held on July 11 & 12, 2025 at the Loves Park Farm and Fleet.
7. RIBBON CUTTING
Mayor Jury announced that a ribbon cutting will be held at Golden Aura Hair and Spa on July 10, 2025 at 3:30 p.m.
8. ROUND-A-BOUT
Mayor Jury announced that an open house will be held regarding a round-a-bout that will be going in at E. Riverside Blvd. and Argyle Road, at Loves Park City Hall on July 21, 2025 from 5:00 p.m. to 7:00 p.m.

21. ILLINOIS MUNICIPAL LEAGUE CONFERENCE
Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the City Treasurer is hereby authorized to pay the Illinois Municipal League for conference and hotel reservations for interested Loves Park city officials to attend the 2025 Illinois Municipal League Conference in Chicago, IL, September 18-20, 2025. RESOLUTION NO. 25-058
22. GALLAGHER BENEFIT SERVICES AGREEMENT
Alderman John Jacobson presented the following Resolution authorizing an amendment to the Insurance Consulting Agreement between Gallagher Benefit Services, Inc. and the City of Loves Park, Illinois. WHEREAS, the City of Loves Park, Boone and Winnebago Counties, Illinois (“City”), is a duly constituted, organized and validly existing municipality within the meaning of Section 1 of Article VII of the 1970 Constitution of the State of Illinois, and is operating under the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended; and WHEREAS, on November 14, 2022, the City Council passed Resolution 22-109 authorizing the Mayor to enter into an Insurance Consulting Agreement (“Agreement”) with Gallagher Benefit Services, Inc. (“Gallagher”); and WHEREAS, the Agreement became effective on December 1, 2022, and was set to automatically renew annually without action by either the City or Gallagher; and WHEREAS, pursuant to Resolution 23-107, the City entered into an amendment to extend the Agreement through November 30, 2025; and WHEREAS, the City desires to extend the Agreement through November 30, 2027. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Loves Park, Illinois, that by the adoption of this resolution, that the City hereby agrees:
1. The above recitals are hereby incorporated into this Resolution as if fully stated herein.
2. The City hereby approves the Amendment attached as Exhibit A and authorizes the Mayor to sign the Amendment to Gallagher Benefit Service, Inc. Consulting Agreement, in substantially similar form as attached here to and incorporated herein as Exhibit A.
3. This Resolution will be in full force and effect from and after its passage, approval, and publication in pamphlet form in the manner provided by law.

23. NEW MOWER PURCHASE
Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, that the Street Department Manager is hereby authorized to purchase a new FERRI T430D Boom Mower with TID100 Flail Head from Bonnell Industries Inc. 1385 Franklin Grove Road, Dixon, IL 61021. The total cost would be twenty thousand nine hundred fifty-one dollars ($20,951.00). Second by Alderman Peterson. 24. MOTION TO APPROVE SPECIAL EVENT PERMIT
Alderman Thompson moved to approve a Special Event Permit application for the Wolf Pack Social Club to hold a swap meet and bike show fundraiser on September 20-21, 2025, from 6:00 a.m. to 6:00 p.m. on Loves Park City Hall grounds. Alderman Pruitt presented the following Resolution and moved for its approval, RESOLVED, that Plat No, 2 of Windsor Park, being a resubdivision of lots 6, 7, 8, 9, and 10 in Block 2 of Plat of Windsor Park being a subdivision of part of the Southwest Quarter of section 31, Township 45 North, Range 2 East of the Third Principal Meridian City of Loves Park, Winnebago County, Illinois, be approved as recommended by the City of Loves Park Community Development Committee. Alderman John Jacobson presented an ordinance implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax for the City of Loves Park, and moved for approval. Second by Alderman Peterson. Discussion: Alderman Thompson spoke in favor of the ordinance and maintaining the Grocery tax revenue for the City of Loves Park.
