Village of Rockton Budget & Finance Committee met July 15.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Connie Kieffer, Dave Winters and Justin York Staff present: Dan Barber, Tricia Diduch and Chief Hollinger

Absent: Dan Baumgartner

Motion by Mr. York, second by Mr. Winters, to waive the reading of and approve the minutes of July 1, 2025. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $331,362.46.

MAYOR PETERSON

Mayor Peterson stated that Three Hammer Construction reached out to him about building more homes in the Old River Hills Subdivision. Mayor Peterson said that they would be interested in any incentives that the Village can offer. Mayor Peterson stated that he advised Three Hammer Construction to put together a proposal and that this is something that the Village needs to have serious conversations about.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett provided the June financial report to the Committee and stated that she received the first half of property taxes for the Village.

Mrs. Bennett advised the Committee that she met with Mr. Barber about the 2025-2026 construction projects.

Mrs. Bennett added that the Village received the first quarter of the grocery tax in the amount of $30,397.28 and that the total for the year should be approximately $121,589.12.

DAVE WINTERS, CHAIRMAN

Mr. Winters stated that Ordinance 2025-19: An Ordinance of the Village of Rockton, Illinois Implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

None.

VILLAGE COLLECTOR, CONNIE KIEFFER

None.

None.
