City of Carlyle City Council met July. 28.
Here are the minutes provided by the council:
The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Tammy Peters was absent.
City employees present were City Administrator Brad Myers, Officer Mark Taylor, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson, Corey Johnson, Kylee Wesselmann, Tiffany Wesselmann, and Bill Leith.
Alderman John Hodapp made a motion to approve the July 15, 2025, minutes. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Jim McClaren. Nay: none.
Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 4 Police for $10,000.00, Fund 20 Library for $5,000.00, and Fund 27 Parks for $5,000.00, for a total of $20,000.00. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, and Scott Diekemper. Nay: none.
City Clerk Rita Jurgensmeyer reminded everyone that at the next meeting they will be approving and reviewing executive session minutes for the city council and for the committees. She added that if anyone wants to read them to contact her and she will have them at city hall for review. Alderman Jeff Taylor asked if City Attorney Joe Heiligenstein has gone over the minutes. City Clerk Rita Jurgensmeyer said that he has reviewed the committee executive sessions and she will be taking the city council executive session minutes to him for review.
Mayor Judy Smith reminded everyone that this week July 31st and August 1st if the weather cooperates, they will be oiling and chipping streets.
Mayor Smith said that the street fair is coming up in September, so if there are any vendors that would like to set up at the street fair they should call city hall and speak to Kayla Heimann.
Kylee Wesselmann spoke during public comments. She said that she has made the Christmas in Carlyle shirts for the last three years and she has really enjoyed it. She said she has an idea which is whomever gets the bid to make the shirt sales start earlier than in the past. She would like to put out flyers during the business trick-or-treat. She said that currently they only advertise on Facebook and she has seen the order numbers going down in the last three years. Mayor Judy Smith told her she needs to get with Kayla Heimann. Kayla takes care of the street fair, and what is done for Christmas in Carlyle. The Christmas ladies, who put on Christmas in Carlyle, do not have anything to do with the shirt sales. Mayor Smith said she will talk to Kayla tomorrow, but right now she is focusing on the street fair. Kylee thanked the council for listening to her. Alderman Bruce Hilmes asked if they can push up time for bidding for the shirts. Mayor Smith said that could be done. Alderman John Hodapp said that maybe they could have a spot where they can sell the shirts at the street fair. Mayor Smith said that Carlyle gets advertising through Southwest Illinois and they are pretty good with advertising and Carlyle is supposed to be on the cover in the next issue. Alderman Jeff Taylor asked if the city could give the bid to Kylee Wesselmann since she is local. Mayor Smith told him that it has to go out for bid.
Mayor Judy Smith asked for a motion to continue agenda item 8.2 Approve Purchase Order Forms. Alderman John Hodapp made a motion to continue approving purchase order forms. He added that it had been continued at the Finance Committee meeting. Alderman Jeff Taylor seconded the motion and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.
City Administrator Brad Myers said that the 5th Street water main bid went through the Water and Sewer Committee and the Finance Committee. He explained that this project has to be contracted out due to the specs being beyond the water department’s ability. Two bids were received. One bid was from Mideastern for $201,329.40 and the other bid was from Haier Plumbing for $188,080.00. H. M. G. recommended going with Haier Plumbing. The committees have approved the bid from Haier Plumbing and are asking the council to approve the bid from Haier Plumbing. City Administrator Brad Myers said they are using the last of the ARPA money to finance this project.
Alderman John Hodapp made a motion to approve the bid from Haier Plumbing in the amount of $188,080.00 for the 5th Street water main project. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.
City Administrator Brad Myers said that the council has already approved the IDOT project. The project consists of resurfacing from about a half mile east from Pipeline Road to 13th Street. They are putting in three sets of ADA compliant crosswalks at 13th Street, 15th Street, and 17th Street. The project was approved but a resolution has to be approved also.
Alderman John Hodapp made a motion to approve the resolution for the IDOT project. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.
Officer Mark Taylor explained the request from the VFW to close the road on August 16th. He said it is a fundraiser for the Sons of Service Honor Flight ride. It raises money for veterans to fly to Washington DC. It brings in a lot of people and it gets really congested, so it is safer to close the road. Mayor Judy Smith said this has been done before and the VFW is very good at setting up the barricades that the street department puts out. They also remove the barricades and put them beside the road for the street department to pick up when they return to work. Mayor Smith said they want to close off Washington Street between 12th and 13th Street. Also, they would be closing off 13th Street between Washington Street and Franklin Street.
Alderman John Hodapp made a motion to approve the road closures for the VFW honor flight ride fundraiser. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
Mayor Judy Smith said that the Street Fair also needs roads closed. The roads to be closed are 7th Street through State Route 127 and the side streets 8th, 9th, 10th, and 11th Street.

City Administrator Brad Myers said that the Water and Sewer labor contract has been approved by the Employee Concerns Committee. He said that they have been working on this for quite a while. The contract will be for October 2024 through September 2027.

Alderman Jeff Taylor made a motion to approve the Street and Alley labor contract. City Administrator Brad Myers added that this is a four-year contract. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, and Scott Diekemper. Nay: none.
City Administrator Brad Myers reported in new business saying that if anyone is trying to get on the city website it is down right now. Serpentine is working on it. He said that they had so many users hit it so it was a denial in service. No data was lost. He isn’t sure when it will be back up.
