City of Carlyle Employee Concerns Committee met Aug. 11.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order by Chairman Jim McClaren on Monday, August 11, 2025, at 5:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jim McClaren, Tammy Peters, and Bruce Hilmes (arrived at 6:08 p.m.) Others present included John Hodapp, Jeremy Weh, Scott Diekemper, Mike Jansen, Jeff Taylor, (arrived at 6:18 p.m.), Staci Dannaman, Brad Myers, Mayor Judy Smith, and Rita Jurgensmeyer.

 

Approval of Minutes

Alderman Tammy Peters made a motion to approve the minutes from the Employee Concerns Committee meeting on July 28, 2025. The motion was seconded by Alderman Jim McClaren and approved by voice vote.

There was no unfinished business. 

New Business

There was no new business. 

Any Other Comments

City Administrator Brad Myers said that they will begin negotiating the electric union contract next week. 

Public Comments

There were no public comments. 

Executive Session

At 5:48 p.m. Alderman Tammy Peters made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity, and 5 ILCS 120/2(c)(21) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Alderman Jim McClaren seconded the motion, and it was approved by voice vote. At 6:20 p.m. the committee returned to regular session. Alderman Bruce Hilmes made a motion to approve the executive session minutes from March 1, 2021, March 2, 2021, March 15, 2021, April 26, 2021, May 19, 2021, July 8, 2021, July 15, 2021, August 2, 2021, August 9, 2021, August 12, 2021, October 16, 2024, October 29, 2024, November 12, 2024, November 26, 2024, December 10, 2024, January 13, 2025, March 10, 2025, March 19, 2025, April 9, 2025, April 14, 2025, April 17, 2025, April 29, 2025, April 30, 2025, May 6, 2025, May 12, 2025, May 27, 2025, June 4, 2025, June 9, 2025, June 12, 2025, June 23, 2025, July 2, 2025. Alderman Tammy Peters seconded the motion, and it was approved by voice vote. Alderman Bruce Hilmes made a motion to keep closed all the executive session minutes. Alderman Tammy Peters seconded the motion, and it was approved by voice vote. Alderman Bruce Hilmes made a motion to send to council a $1.00 per hour raise to each of the four park employees. Alderman Tammy Peters seconded the motion, and it was approved by voice vote. 

Adjournment

At 6:22 p.m. Alderman Tammy Peters made a motion to adjourn, Alderman Bruce Hilmes seconded the motion, and it was approved by voice vote.
