Call to Order/Roll Call
The meeting was called to order by Chairman Jeremy Weh on Monday, August 11, 2025, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor. Others present included Mayor Judy Smith, Brad Myers, Jim McClaren, Scott Diekemper, Bruce Hilmes, Mike Jansen, Tammy Peters, and Rita Jurgensmeyer.
Approval of Minutes
Alderman John Hodapp made a motion to approve the minutes from July 28, 2025. The motion was seconded by Alderman Jeff Taylor, and it was approved by voice vote.
Approval of Claims
Alderman John Hodapp made a motion to approve the claims. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.

Executive Session
At 6:30 p.m. Alderman John Hodapp made a motion to go into executive session to 5 ILCS 120/2(c)(21) Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote. Alderman Jeremy Weh made a motion to approve and open the executive session minutes from August 12, 2024. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote. Alderman Jeremy Weh made a motion to open executive session minutes from November 22, 2021, January 10, 2022, March 27, 2023, August 14, 2023, September 25, 2023, and March 25, 2024. Alderman John Hodapp seconded the motion, and it was approved by voice vote. Alderman Jeremy Weh made a motion to keep closed the executive session minutes from June 7, 2022, February 12, 2024, February 26, 2024, and March 11, 2024. Alderman John Hodapp seconded the motion, and it was approved by voice vote.
