II. INVOCATION
Pastor EJ Parham of St. Paul Church of God gave the invocation. Alderwoman Wilkins led the Pledge of Allegiance.
III. INFORMATION ONLY
Mayor McNamara distributed a memorandum regarding the appointment of James Hoeft to the Historic Preservation Commission for a three-year term. The memorandum indicated that pursuant to Rule 18, the appointment would lay over for 30 days.
IV. PROCLOMATION
Mayor McNamara read in a proclamation designating the week of September 7th - September 13th, 2025 as Direct Support Professional Recognition Week.
V. PUBLIC SPEAKING
1) Denzil Wynter discussed a personal experience between his son and the Rockford Police Department.
2) John Tac Brantley spoke about the events over the weekend and the state of the current Federal Administration.
3) Erica Reed expressed the need for domestic violence education for Counselor License.
4) Prophet Yusef quoted scripture and discussed how to reduce the school dropout rate.
VI. COMMITTEE REPORTS
1. Approval of the Development Agreement with Aetna Building Solutions (AETNA) and the City of Rockford for the construction and maintenance of a rail line in the amount of $139,233.00. The funding source is the 11th Street Project Fund.
Alderman Salgado made a motion to approve. Alderman Durkee seconded. After discussion, MOTION PREVAILED 4 TO 0 by voice vote.

Alderman Durkee made a motion to adjourn. Alderman Salgado seconded the motion. MOTION PREVAILED by unanimous voice vote. The meeting adjourned at 5:57 p.m.
