Mayor Greg Jury called the meeting to order at 6:00 p.m.
Alderman Jim Thompson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of August 18, 2025, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Received a Special Event Permit application from Tony LaMarca to hold a Halloween concert at 12559 Tweed Drive with a road closure and amplified music, from 6:00 p.m. to 9:00 p.m. on Friday, October 31, 2025. Referred to Alderman Thompson of the Codes and Regulations Committee.

Received a Special Event Permit application for the Glow in the Garden 5K race on a portion of Loves Park streets on Friday, September 19, 2025 from 7:30 p.m. to 9:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve a Special Event Permit application for the Glow in the Garden 5K race on a portion of Loves Park streets on Friday, September 19, 2025 from 7:30 p.m. to 9:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

Received a Special Event Permit application for the Nikolas Ritschel Foundation to hold a 7K run and 1 mile walk on a portion of Loves Park streets on Sunday, October 12, 2025, from 8:00 a.m. to 12:00 noon. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve a Special Event Permit application for the Nikolas Ritschel Foundation to hold a 7K run and 1 mile walk on a portion of Loves Park streets on Saturday, October 11, 2025, from 8:00 a.m. to 12:00 noon. Second by Alderman Owens. Motion carried by voice vote.

Mayor Jury announced that a ribbon cutting ceremony will be held for Elite Sports Complex, 6800 Forest Hills Road on September 4, 2025 at 1:00 p.m.

Mayor Jury announced that a ribbon cutting ceremony will be held for Pickin Chicks Upscale Resale, Gifts and More, 6550 E. Riverside Blvd. on September 5, 2025 at 9:00 a.m.
10. OKTOBERFEST DAY PROCLAMATION
Mayor Jury presented a proclamation to Mark Beck, proclaiming Saturday, September 27, 2025 to be “Oktoberfest Day” in the City of Loves Park.
Mark Beck thanked city council for supporting the proclamation.
11. POW/MIA RECOGNITION PROCLAMATION
City Treasurer John Danielson presented a proclamation to Dick Watermolan and Mike Parker, proclaiming Friday, September 19, 2025, to be “POW/MIA Recognition Day” in the City of Loves Park.
Dick Watermolan and Mike Parker thanked city council for supporting the proclamation.

Alderman John Jacobson presented the General Fund and all other bills dated September 2, 2025, in the amount of $660,663.93 and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson presented the Water Department bills dated September 2, 2025, in the amount of $55,498.74, and moved that they be paid. Second by Alderman Peterson. Alderman Thompson presented the following Resolution and moved for its approval, RESOLVED, that the City Treasurer is authorized to engage Lauterbach & Amen, LLP to perform required actuarial services for fiscal years 2025 through 2028 for an annual fee not to exceed $10,840.00. Funds for this Service will be drawn from Account No. 01-04-6275 (Actuarial Services). Second by Alderman Pruitt. 24. BUILDING INSPECTOR
Alderman Thompson presented the following Resolution and moved for its approval, RESOLVED, that the Mayor is hereby authorized to hire Eric Rosenwinkle for the position of Building Inspector, in the Community Development Department, at a salary of $78,000.00 per year with all accompanying full-time benefits attached to the position. This is a civil service position and has met all procedures required by the Civil Service Commission. Second by Alderman Pruitt. 25. SAFEBUILT ILLINOIS AGREEMENT
Alderman Thompson presented the following Resolution and moved for its approval, RESOLVED, that the Mayor is authorized to enter into a Professional Services Agreement with SAFEbuilt Illinois, LLC for plan review and civil engineering services. 26. ARC DESIGN RESOURCES
Alderman Thompson presented the following Resolution and moved for its approval, RESOLVED, that the Water Superintendent is authorized to hire ARC Design Resources, 5291 Zenith Parkway, Loves Park, IL 61111 for engineering services to replace the watermain on Sandpiper Place for the cost of $22,610.00. 28. POLICE VEHICLE PURCHASE
Alderman Thompson presented the following Resolution and moved for its approval, RESOLVED, that the Chief of Police is authorized to purchase four 2025 Ford Interceptor Utilities from Anderson’s Rock River Ford, 224 N. Alpine Rd., Rockford IL 61107. The total cost of the four vehicles is $184,480.00, which is below the cost of the Illinois state contract, and shall be paid from Account No. 01-13-9100 (Squad Cars).
